Description
REQUEST FOR INFORMATION Market Research Battle Command Training Program (BCTP) 1.Please provide the following company specific information. a. Your Central Contractor Registration (CCR) number or Commercial And Government Entity (CAGE) code number; b. A brief description of your companys business size and status. c. A point of contact (POC) name, telephone number and e-mail address. 2. Please provide responses to the following questions. a. Following contract award, what transition period would be adequate prior to start of work and provide your rationale. b. What information and workload data is necessary to adequately scope an advisory and assistance requirement as a cost plus award fee effort in a contract environment? c. If the Government anticipated issuing Requests for Proposals using a Performance Work Statement (PWS). What risks do you foresee with this approach and how would you mitigate those risks? d. Is your company capable of providing non-personal services to support the US Battle Command Training Program (BCTP) in conducting combined arms training which replicate the JIIM Operations in a full spectrum Contemporary Operational Environment. This requirement shall also provide qualified personnel, supervision, management, and non-personal technical services to support the BCTP mission. In rendering the foregoing services, outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations and training services.? Please provide your experience with Government contracts of this magnitude and scope? e. What are the major factors that will drive the cost for the task outlined in the Performance Work Statement and how will you mitigate these? f. Please describe any customary practices or advantages your company feels can benefit the Government in the pefromance of the BCTP contract services including program support, simulation support, planning support, seminar support, war fighter support, data collection plan, techincal support, and simulation system development support. g. BCTP is a complex simluation training requirment which requires significant mobility and shall have accurate funtional ablilty. Please describe/explain the potential cost risks, schedule risks and performance risks and how would you mititgate these risks. h. Are there any industry standards and or practices your company wishes to provide to the Government for consideration? i. Please identify specific areas of risks within the performance work statement and provide possible mitigation efforts to minimize those risks. 3. The draft BCTP Performance Work Statement is attached for review, comments and/or suggestions. The Government encourages industry to provide feedback. The Government is requesting you be succinct and limit your response to 35 single-sided pages. Any information provided by industry to the Government as a result of this notice or any follow-up information requests is voluntary and shall be treated as confidential. No reimbursement will be made for any costs associated with this or future requests. Please submit your response electronically (virus scanned) via e-mail by to: melinda.oblein@us.army.mil with a courtesy copy to del.j.celano@us.army.mil. We appreciate your participation and input. We look forward to your response.
