Brand Name item list DESCRIPTION: Secure File System (System (NAS encryption) (Brand Name or Equal) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, ARE UTILIZED IN THIS PROCUEREMENT. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEIGN REQUESTED, AND A WRITTEN SOLICITATION DOCUMENTS WILL NOT BE ISSUED. This solicitation is a request for quotation (RFQ). The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-35. The associated North American Industrial Classification System (NAICS) code for this procurement is 334112 with a size standard of 1,000 million. This acquisition cannot be set aside for small business because there is no SBA waiver to the non-manufacture rule for NAICS code 334112. This requirement is being competed as an unrestricted full and open competition. Section 508 of the Rehabilitation Act of 1973, as Amended, does not apply to this acquisition because the items are located in an area only accessed infrequently by maintenance personnel. APPLICABLE PROVISIONS AND CLAUSES: The Following FAR provisions and clauses apply to this solicitation: 52.212-1 52.212-3 52.212-4 52.212-5, including 52.222-50, 52.233-3 and 52.233-4 in paragraph (a) (1) and the following fill-ins in paragraph (b): 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36 and 52.232-33. 52.211-6 BRAND NAME OR EQUAL (AUG 1999) (a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation. (b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must— (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by— (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation. Contract Line Item Numbers and associated quantities and descriptions for the brand name equipment with the minimum specifications required are listed on the attached document. However, below is a list of the salient characteristic for brand name or equal purposes: a.must be able to fit into a standard 19" EIA rack b.must support file-based encryption c.must supported CIFS Servers include: Windows 2003/2008 Server/Advanced (all types), BlueArc Titan and Samba 2.2.8 and above d.must have hot swappable redundant power supplies and fan assemblies e.must have a front LCD with touch panel for configuration and status display f.must provide encryption without requiring changes to clients, servers or workflow. g.must support IPsec with CIFS h.must support 1GB Ethernet i.must have power status and network activity indicators j.must support directory servers authentication such as LDAP and Active Directory k.must support active-active clustering with secure key sharing l.must be have passed certification testing for FIPS 140-2 level 3 and AES-256 encryption implementation that has been certified by NIST m.must support industry-standard tools like SNMP and syslog for monitoring n.must support a smart card-based SSH-enhanced login authentication allowing scripting tasks o.must support Dercu’s Lifetime Key Management (LKM) system. p.must have a software-based recovery tool to ensure access to data in disaster recovery scenarios q.must have a secure SSL web-based management interface r.must be able to cryptographically sign a log of activities and be able to generate custom reports to track relevant events, including failed authentication attempts, key access, administrative actions, or intrusion s.must support the instant destruction of data by the deletion of encryption keys t.must be upgradable to support NFS and iSCSI protocols u.must support encryption of existing data in place without taking it offline v.must support automatic fail-over and load balancing. w.the awardee will install and configure the system, provide training to OCIO staff, and fully document the supplied system x.the awardee shall also provide one (1) year of extended warranty that includes a 4 hour response time. ADDENDUM TO PROVISION 52.212-1 - QUOTATION SUBMISSION INSTRUCTIONS (b) Submission of quotations. Submit signed and dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must include— (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) Terms of any expressed warranty; (4) FOB destination Based on firm-fixed-price for each contract line item number, and any discount terms for those prices; (5)Evidence that the offeror is authorized by Decru’s to provide the require hardware and software, and (6) If the quotation is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Delivery shall be made within 30 days of purchase order award. Delivery shall be FOB destination to: National Institute of Standards and Technologies Building 301 Shipping and Receiving 100 Bureau Drive Gaithersburg, MD 20899 All quotes shall be submitted so that they received not later than 5:00 PM Eastern Time on August 18, 2009 at ricardo.cordero@nist.gov, with a courtesy copy to joseph.widdup@nist.gov. Faxed quotes will not be accepted. EVALUATION FACTORS FOR AWARD The government will evaluate quotations and award a purchase order to the offeror whose technically acceptable quotation represents the lowest price to the Government.
