- ARC is requesting Fifteen (15) T5 shock tunnel runs, testing services and datareports to support NASAs Crew Exploration Vehicle (CEV) Aerosciences Project. Thesetests will provide T5 Shock Tunnel calibration, including freestream pitot pressure and nozzle static pressure. Caltech will document the test conditions and provide the data ina final report. These calibration data are required to assess and quantify theuncertainty of previous T5 Shock Tunnel real gas heat transfer and aerodynamic data usedin the CEV flight aerodynamic and aerothermodynamic database. The data will also be usedto valifate the CFD codes used to generate the flight databases. Delivery to NASA ARC is required as follows: 1) a preliminary data report no later thanAugust 15, 2009 that freestream pitot pressure and nozzle static pressure with error barsand facility operating conditions for all shots completed. 2) A draft of the final testreport no later than September 1, 2009 that includes the results and analysis of thecalibration data with error bars and facility operating conditions; 3) a final testreport no later than September 15, 2009 that includes the complete set of calibrationdata with error bars, and facility operating conditions. Additionally, close coordination with ARC is necessary as the data provided by the vendormust be analyzed and integrated for use in the CEV flight aerodynamic andaerothermodynamic databases. The vendor must be able to accommodate ARCs requirement toallow the Government to witness the testing, as needed. NASA/ARC intends to purchase the testing and analysis services from the CaliforniaInstitute of Technology. The authority for other than full and open competition is 10 U.S.C. 2304 (a) (1) onlyone responsible source and no other supplies or services will satisfy agencyrequirements. Based on NASAs market survey, Caltech is the only source capable offufilling the requirements, given the schedule constraints and the need for closecoordination with ARC. Interested organizations may submit their capabilities and qualifications to perform thiseffort in writing to the identified point of contact Rachel Khattab not later than 12:00noon PST on or before July 21,2009. Such capabilities and/or qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to this noticeis solely within the discretion of the government.
