Description
The solicitation for this project will be posted to Fed Biz Ops on or about July 30, 2009 with proposals due on August 31, 2009. This work consists of new road construction (realignment), reconstruction and decommissioning. The construction and reconstruction is low volume road construction utilizing composite road construction specifications. The project total length is 3.15 miles long and divided into 5 segments. There will be two base items and three option items. Clearing shall be moderate to light with chipping and grinding of slash and stumps as the disposal method due to the road being adjacent to the Wild and Scenic North Fork John Day River and recreation the dominant use. Merchantable timber shall be decked for later disposal by the Government. Non-merchantable timber will also be decked. The construction will utilize a large quantity of borrow material and the designed surfacing is grid rolled aggregate. Both of these materials shall be produced at the Chicken Hill pit approximately 10 miles away (at the junction of 5100 & 5185). The access is a 2 lane paved highway. The gradation of select borrow material and grid rolled aggregate is 4 inch minus Jaw Run. Culverts shall be installed along most of the project. In some instances existing culverts shall be removed and disposed of. The decommissioning shall be included in the total project length and consists of scarification, placement of woody debris in road bed and placement of stump with bole in the road where the river has over flowed. Also there shall be one 18 inch pipe to remove and two earthen berms to construct. The road is presently closed to full sized vehicles due to the river washing out the entrance. Public use will not be allowed during the construction. The work season is generally between the latter part of June to the latter part of October due to the elevation and snow accumulation. The project is located on Forest Road 7300 Wallowa Whitman National Forest in Grant County. From Granite Oregon proceed north on FS road 7300 approximately 9 miles. At the Junction of FS road 51 (also on the left is the North Ford John Day River Camp Ground) bear right continuing on FS road 7300 approximately 5 miles to the project on the right. The estimated cost for this project is between $500,000 and $1,000,000.
