Description
This acquisition is to provide technical and engineering services, materials, and equipment to perform integration activities for full out of cycle releases to support the full system life-cycle of the Military Health Systems (MHS) new Enterprise Architecture (EA) to include requirements, design, development, testing, deployment, and software maintenance. The new MHS Enterprise Architecture, named Unified Strategy Regional Distribution (USRD) was developed to (a) resolve persistent issues related to AHLTA, and other applications, such as the CDR, used within the MHS for mission critical services delivery, specifically scalability, performance, and availability; and to (b) enable complete data sharing interoperability amongst all applications within MHS, and between the MHS, the VA, and civilian treatment facilities. The USRD is consistent with the DoD Architectural Framework (DODAF) and is architected to meet the DoDs specialized requirements for delivery of care in all care venues and environments. The Government expects that the integration vendor shall not be engaged in feature set development. The anticipated services provided by the contractor require a diversity of professional skills and industry experience necessary to support a variety of IT environments. The work will encompass the activities associated with technical engineering, information technology and architecture; layer 7 multipath routing, automation support, system administration, computer programming, configuration management, training, telecommunications, help desk, operations, customer support, administrative support, security and encryption and other specialized networking and data communications services. The contractor shall provide necessary personnel to perform work relating to the preceding areas as requested by tasks. Inherent in providing these goods and services, the Contractor shall provide the supervision and management effort necessary for efficient and effective administration and control of work performed. The Contractor shall ensure adequate resources are dedicated to satisfy the requirements of work assignments. In performance of this contract, contractor personnel may be required to support work performance within secure and non-secure setting in addition to on and off military installations and other locations required by the DoD.
