Box 52,2130 AB Hoofdoorp the Netherlands SUBJECT: Repair, Overhaul and Modification of F100-PW-100/200 Engine Events History Recorder, NSN 2995-01-128-8000NZ, P/N 4057779/845543 (See Note 26), AMC Code 0, Application: F-15 / F-16. Proposed Solicitation Number: FA8121-09-R-0055, PR Number: FD2030-09-06597 An indefinite delivery Indefinite Quantity (IDIQ) Requirements, firm fixed price contract is contemplated for F100-PW-100/200 Inlet Events History Recorder overhaul and repair. Contractor will conduct overhaul/repair as needed to fulfill Air Force, and FMS requirements on an as required basis. The government contemplates awarding a firm fixed price contract for a three (3) year basic contract period with two (2) one (1) year option periods. The government anticipates a sole source award. Request for Proposal (RFP) is anticipated to be released 31 Jul 2009. Award date is anticipated to be 30 Sep, 2009. The contractor shall furnish all required labor, parts, facilities, test equipment, and materials to accomplish repair. The repair consists of returning to the government in a completely serviceable condition in accordance with the provisions listed in Work Specifications identified in Appendix "A", Appendix "B", and Appendix "C" of the Solicitation. The Best Estimated Quantities (BEQ) is as follows: Basic Year I 45 EA (USAF & FMS)Basic Year II35 EA (USAF & FMS)Basic Year III26 EA (USAF &FMS)Option Year I27 EA (USAF & FMS)Option Year II30 EA (USAF & FMS) Data Line Items and Over & Above Line Items will be included as part of the Solicitation. Required delivery is 30 Days ARO at a rate of five units per month. Delivery location is FB2039, Tinker AFB, OK 73145-9013 and other FMS locations as specified in individual orders. This item is Export Controlled. QUALIFICATION REQUIREMENTS: Sources must be qualified prior to being considered for award. The government is not required to delay contract award to review pending Source Approval Requests. No telephone solicitation requests will be accepted. Electronic procedures will be used for this and subsequent solicitation through FedBizOpps at https://www.fbo.gov. Written procedures will be used. Technical repair data is not available. There is one approved source at this time. The proposed action is for supplies or services for which the government intends to solicit and negotiate with one source (See Note 22)......information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror meets QRs in accordance with FAR clause 52.209-1. All responsible sources may submit a proposal that shall be considered by the agency. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at (405) 736-3273. DO NOT CALL THIS NUMBER FOR SOLICITATION REQUESTS. Requests for written proposals will be posted to FedBizOpps. Numbered Notes: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 5 days of this notice.
