Description
The Government intends to solicit written proposals for furnishing fixed-wing and rotary-wing air transportation services throughout the Canadian arctic via contractor-furnished aircraft. A total of eight solicitations, three rotary-wing and five fixed-wing, shall be issued. The contractors shall provide all necessary expertise and personnel to accomplish the loading, unloading, load planning and manifesting of passengers and cargo. Fixed-wing aircraft must be multi-engine, turbine powered, and must be able to fly in Instrument Meteorological Conditions (Equipped for Instrument Flight Rules (IFR) flight). Rotary-wing aircraft must be sling load capable and equipped for IFR flight. Solicitation issue date will be on or about 10 July 2009 with a closing date for receipt of offers on or about 10 August 2009, with an estimated contract award date of 15 September 2009. The period of performance shall be 1 Oct 2009, or date of award, through 30 September 2010, with four 1-year option periods. To be eligible for award, offerors must hold an air operator certificate issued by the Government of Canada. NAICS code 481211 applies to these acquisitions. The solicitation will be available only at the FedBizOps website, http://www.fbo.gov. All responsible sources may submit a proposal, which shall be considered by the agency.
