Description
"RECOVERY ACT PROJECT"- The Lebanon VA Medical Center has a requirement for Project No. # R595-08-157-01; Install Chiller, which includes which includes the installation of a new chiller and associated piping to feed the OR, ICU, and Emergency Department for the Lebanon VA medical Center, Lebanon PA. A Firm-Fixed Price Construction award is anticipated. Contractor shall furnish management, supervision, labor, transportation, equipment, and materials, and perform work to include demolition, general construction, alterations, mechanical and electrical work, and certain other items as required by project drawings and specifications. Work will be performed in a functioning hospital environment, which will remain operational during the project duration. This requirement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. Additionally, this acquisition will be conducted in accordance with FAR 15.101-2, Lowest Price Technically Acceptable Source Selection Process. Solicitation documents, including technical specifications and project drawings, will be available electronically on or about July 31, 2009, at the following website: www.fbo.gov. Offerors will search for solicitation VA-244-09-RA-0237 to access solicitation documents and any Amendments. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. The NAICS Code for this project is 238220. Project Magnitude: Between $500,000 and $1,000,000. Contract Completion Time will be Two Hundred and Forty (240) Calendar Days. Ninety day bid acceptance period will be required. Bid bond, Payment and Performance bonds will be required. A pre-proposal conference will be held on or about Thursday August 13, 2009 from 1:30-2:30 p.m. (EST) at the Lebanon VA Medical Center, 1700 S. Lincoln Ave, Lebanon PA 17042, building 18, room 117. This pre-proposal conference is not mandatory; however, all potential Offerors are strongly encouraged to attend. This will be the only site visit held. There will be no response to any other request for site visits. This will serve as the perfect opportunity for contractors to fully understand the project, as there will be representative(s) from engineering, contracting and the program office in attendance. Electronic or phone requests will not be accepted, nor will electronic proposals. Offerors are advised that it is your responsibility to review and monitor the website frequently to ensure you have the most up to date information, including amendments. All correspondence in reference to the solicitation contents or general questions must be addressed in writing on company letterhead, containing a point of contact, the SOL number, email address, phone and fax numbers and must be addressed to the contracting officer listed. All potential contractors must be registered in www.ccr.gov to do business with the Government and must have completed online Representations and Certifications at http://orca.bpn.gov. Ensure your registration is correct, current and has not expired. All prospective contractors must be registered in VetBiz at www.vetbiz.gov, to be considered for award. The procurement is subject to the availability of funds.
