Description
The US Air Force, Hill Air Force Base, is seeking potential interested sources for the production requirement to manufacture the MOD-7 Instrumentation Wafer and related equipment in support of the Air Force Development Evaluation test flights at Vandenberg Air Force Base, California. The test program supports the Minuteman III Intercontinental Ballistic Missile (ICBM) weapon system. The government requirement is: 12 EA MOD-7 Instrumentation Wafers (less the full signal Translator) NSN 1420-01-529-2789AH, Part Number 25-61737-166, delivery 1 per month beginning 30 month after receipt of contract; with an option of 4 EA MOD-7 Wafer. 16 EA Conduit Support Sets, NSN 1420-00-883-5713, Part Number 25-61360-119, delivery 2 per month beginning 30 months after receipt of contract. 16 EA, Raceway Cable Set, NSN 6150-00-404-5262AH, Part Number 25-48481-12, delivery 1 per month beginning 19 months after receipt of contract. 16 EA, Interval Timer Set, NSN 1420-00-4435-1330AH, Part Number 29-29991-7, delivery 17 months after receipt of contract. Contract includes related data and maintenance support of government owned tooling. The MOD-7 instrumentation wafer contains three subsystems: Command Destruct System, Global Positioning System (GPS) Full Signal Translator (FST) analog GPS Translator, and S-Band Telemetry System. The Command Destruct subsystem provides the capability to destroy the missile in flight should it deviate from the expected flight path. The GPS FST subsystem is used to obtain accurate GPS position information for tracking the missile throughout the flight. The Telemetry subsystem collects and processes critical flight performance data that is used to assess the reliability and performance of the missile subsystems. All subsystems are essential for flight. These components are only installed on the missile at Vandenberg AFB and alter the missile structure and configuration for test purposes. These components are required to interface with the Guidance Replacement Program (GRP) guidance set. The procurement of these components is essential to the accomplishment of the flight test program. All interested offerors are required to have the experience building similar components for the Minuteman Weapon System and must be familiar with the Eastern Western Range 127-1 Range Safety Requirements. A working knowledge of the Minuteman missile flight test program, Vandenberg AFB launch procedures, and ground support equipment instrumentation is required. Interest sources will be required to be fully qualified to produce production hardware by producing engineering and first article qualifications units using the existing engineering drawings. Contractor will be required to procure Command Receiver Decoders, S-Band transmitters and L-band antennas from current approved/qualified sources. Preliminary drawings for the MOD-7 Instrumentation Wafer are available and a full set of drawings is available for the Raceway cable set, Conduit Support set, and Interval Timer Set. Interested sources are required to provide the following information: (1) Name, address, telephone number, point of contact, and location of manufacturing facility that would perform this program; (2) A description of corporate experience developing similar components for the Minuteman Weapon System; (3) explain what required training/experience you currently have, what additional training you will require, and how you will obtain it; (4) How will you meet the delivery schedule and do you forsee problems meeting the schedule; and (5) provide any recommendations/suggestions that should be considered in meeting the government's requirements.
