Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined synopsis/ solicitation number is W91ZLK-09-T-0530. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-34. This requirement is a Unrestricted. The associated North America Industry Classification System (NAICS) Code is 511210 and the Business Size Standard is $25.0 million. The Government contemplates award of a Firm-Fixed Price contract for the following requirement: Description of Requirement: CLIN 0001 1 EA Advanced 3D game engine to provide for the development of interactive multimedia training and presentations Description of End Item Use: To meet the quality of the end users customers' needs, the engine must provide for the most current of technologies including advanced lighting, terrain development, advanced physics, depth of field, animated and advanced materials and shaders. The engine must also be coupled with a high level software development kit and tools such as an integrated scripting language allowing for fast turnaround and customization for specific customer needs. The software must also allow for direct use of existing software and 3D modeling packages using pipelines such as the Collada Art Pipeline. Other advantages would include redeployment capability, online support, technical documentation and online forums for advanced development questions. Due to the vast number of smaller scoped and smaller cost projects, licensing must not be per project, but offer unlimited distribution for DoD and government projects. This means that the team may develop an unlimited number of varying scoped projects per year and distribute those finished projects freely to customers without additional per release cost. A yearly fixed subscription cost for technical support and unlimited distribution is acceptable. NOTES to Offerors: 1.Any applicable taxes should be included in all offers, and offerors should price this seperately. 2.Offers shall note the lead time or approximate delivery date for items offered Acceptance shall be at destination. Shipping shall be FOB Destination to Aberdeen Proving Ground, 21005. Approximate Delivery Date is August 10, 2009. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. AMC-LEVEL PROTEST (NOV 2008) If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer.
