Description
RFQ EU133C09RQ0893 This is a combined synopsis/solicitation for commercial services prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES ARE UTILIZED IN THIS PROCUREMENT. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. This is a Solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), to perform full maintenance (including preventative maintenance) and emergency services on 3 Primus Sterilizers s/n 15750; 15837; 15854 and 2 Hot Pack Sterilizers s/n 84973; 84976, as provided herein, for the National Ocean Services (NOS), Hollings Marine Laboratory, 331 Fort Johnson Road Charleston, South Carolina. The services will be for a one year period. The North American Industry Classification System (NAICS) code is 339113, with a Small Business Size Standard of 500 employees. All future information regarding this acquisition, including amendments, will be distributed solely through this website. Hard copies of the solicitation will not be available. Interested parties are responsible for downloading their own copy of amendments (if any) and monitoring the website to ensure that they have the most up to date information regarding the acquisition. All questions resulting from this solicitation must be submitted in writing via email to Karen.Laskowski@noaa.gov. Reference the solicitation number in the subject line of your email. Offers and all required documents maybe submitted electronically, via fax (843)762-8700 or email Karen.Laskowski@noaa.gov, however; the Government shall not be responsible for the malfunction of electronic machinery or mail carrier error. The award will be made around August 6, 2009. All responsible sources may submit a quotation which shall be considered by the agency. Quotes are to remain effective for 30 days after close of solicitation. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service. In order to comply with the Debt Collection Improvement Act of 1996, ALL CONTRACTORS must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal contract. For information regarding registration in CCR, contact the CCR website at www.ccr.gov/index.cfm. Additionally, each offeror must obtain, and provide with the quote, their nine-digit Dun and Bradstreet (DUNS) number. All offers in response to this RFQ must be submitted NO LATER THAN July 30, 2009, 4:00 pm EST. SPECIFICATION REQUIREMENTS: The Contractor shall furnish all materials, travel expenses, labor, tools, and equipment necessary to perform full maintenance (including preventative maintenance) and emergency services on 3 Primus Sterilizers S/N 15750; 15837; 15854 And 2 Hotpack Sterilizers S/N 84973; 84976 purchased from the OEM. Scope of Work Inspect the pneumatic lines, switches and cylinder components Inspect/test proper door operation and adjust as needed. Inspect door gasket and replace if needed. Inspect/test steam pressure relief valves. Remove and clean strainers. Inspect and adjust incoming steam pressure. Check incoming water supply pressure. Inspect all pipes, fittings, valves and connections for leaks and corrosion. Check/inspect all solenoid valves for internal and external leaks. Inspect/replace all check valves if needed. Run test cycles and verify proper timing, cycle progression and operation of all LCD indicators, operators panel and the audible alarm Install new steam trip kit if needed. Provide written report on all services performed Evaluation Criteria: The award will be made based upon the best value to the Government. All work performed under this contract shall be performed by a licensed contractor who is able to do business in the state of South Carolina and trained in service and repair of autoclaves. The Contractor shall guarantee all work and agree to remedy at its own expense any defects caused by poor workmanship or materials. Work must be completed observing all federal, state, and local laws and regulations.
