- This Amendment extends the closing date from July 21, 2009 to July 30, 2009. It also addresses questions and clarifies some questions proposed by the public. 1. On Page 6. Under 1. Contractor Qualifications, it states "The contractor shall meet Joint Commision on Accreditation of Healthcare Organization (JCAHO) Standards." The next sentence reads "The Contractor shall meet or exceed JCAHO standards and be an accredited organization at the servicing location prior to contract award as evidenced by the submision of their accreditation certificate." Does the Contractor need to meet JCAHO standards or be accredited? Meet JCAHO standards. 2. On Page 15, Under 10., I., d. Equipment Specifications, it states Oxygen Concentrators should have hour meter and OCI indicator. Is it mandatory that all concentrators have an OCI indicator? Yes 3. On Page 7, Under 1. Contractor Qualifications, is states Catchments include : Maryland : Baltimore, Cecil, Harford, Howard, Carroll, Anne Arundel, Kent, Queen Anne, Caroline, Talbott, Dorchester, Wicomico, Somerset; Pennsylvania : New Freedom, Oxford, Nottingham, Shrewsbury; Virginia : Delmarva Penninsula (Existing Patients Only). There is no mention of covering the State of Delaware. It should read the same as 18:22 below. On Page 18, Under 22. Normal Delivery / Pick Up Areas, it states Normal delivery area for the purpose of this contract is any trip to or from any location within the entire state of Maryland except Montgomery, Charles, St. Annes, Frederick and Prince Georges counties. Minimal deliveries to Southern PA district, York, Adams, Lancaster and Chester counties, Delaware and Western Shore of Virginia (includes Accomack county). Are we to assume Delaware is covered under this contract and if so, what parts? Southern bordering Maryland. 4.On Page 29, Under 51. Pickup and Repairs and/or Preventive Maintenance, it states Minor adjustments will be made at no additional charge. Assuming this applies to government owned equipment, how would you specifically define a minor adjustment (price, type of service)? We have assumed contracts involving government owned equipment in the past and inherited poorly maintained equipment. Will equipment maintenance records be provided by the current contractor if bid is awarded to new company? No. Almost all VA owned equipment is issued new. This includes CPAP, BiPAP, Suction Machine, Humidifier. Most often when a pm is done, the equipment is replaced. 5. On Page 31, Under 55. Inventory, it states The Contractor shall maintain an inventory record of all DC VAMC owned equipment held in storage. Does this mean the Contractor will be also be responsible for Washington, DC VAMC owned equipment? No, this is an error. This contract is specifically for the VA Maryland Health Care System. 6. In the Schedule for Supplies or Services and Prices/Costs, please clarify the following : a) 1. e., f., g. reference the different types of gaseous oxygen systems. Do these numbers reference the estimated number of each type of cylinder in the patient home and if so what is the Contractor able to charge for since the solicitation prohibits demurrage charges for cylinders? Yesthe charge is for the cylinder rental. b) 1. a., b., c., d., i., k. Do these numbers reference the current number of patients using these equipment items (i.e. 500 total concentrator patients)? Yes, that is the average daily census. c) 1. j., l., m., n. Are these the annual number of set ups projected? Yes d) 2. a., b., c., d. Are these annual cylinder refills and liquid oxygen refill projections? Yes e) 3. a., b., c., d. Are these annual set up projections? Yes 7. How many of each equipment item is government owned versus contractor owned? The VA Maryland Health Care System does not own any concentrators or cylinders. The VA owned equipment is outlined in my response to question #4. Please submit all questions in writing to Cheri.Ames@va.gov
