Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors to Provide GPS Units and Related Services. The work includes, but is not limited to, purchase of approximately 300 GPS tracking devices which are also capable of collecting (via plug-in connection to vehicle's OBDII port) engine diagnostic data and trouble codes from any light duty vehicle's engine (onboard) computer module, organizing and wirelessly transmitting the information to the (GPS) provider maintained computer server which is capable of being accessed by end users via a password protected web based application. Application cannot require the installation of any software on any end user or Navy computer. Application must also be capable of providing periodically updated vehicle specific recall information from the National Highway Transportation and Safety Administration. GPS must be capable of providing, at the election of the Government, a 24/7 roadside assistance or stolen vehicle recovery program. Web application should be available to multiple end users on 24/7 basis per vehicle. The NAICS Code for this potential procurement is 518210 and the annual size standard is $25,000,000. The potential contract term will be a base period of one year plus four option years. The total term of the potential contract, including all options, will not exceed 60 months. IDIQ work may be issued via the DOD EMALL, a web-based ordering system, using Government purchase cards. Interested sources shall indicate that they are capable of providing the required services and must indicate their size status (i.e., small business, 8(a), HUBZone, service disabled veteran owned small business (SDVOSB)). DO NOT SUBMIT A NARRATIVE, PROPOSAL, BROCHURES OR ANY ADDITIONAL INFORMATION AT THIS TIME. This is a sources sought announcement and is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ if and when it becomes available. No notice of solicitation activity will be provided to interested offerors. Interested parties should respond no later than August 5, 2009.
