- RECOVERY: PRE-SOLICTATION NOTICE FOR CONSERVATION OF THE SOLDIERS AND SAILORS MONUMENT, 1916, AT TOGUS NATIONAL CEMETERY, VA MEDICAL AND REGIONAL OFFICE CENTER, 1 VA CENTER, AUGUSTA, MAINE 04330 This project is being funded from the American Recovery and Reinvestment Act of 2009. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-09-RA-0071 for the following: Contractor shall provide all professional services, labor, materials, tools and equipment necessary for comprehensive repair, conservation, cleaning and other treatment as necessary of the Soldiers & Sailors Monument. The project is to conserve the Soldiers' & Sailors' Monument in Togus National Cemetery, Togus, Maine. Constructed in 1916, the monument is a concrete structure comprised of a two-part base, commemorative tablet base, four square columns with beaded chamfered corners with a simple Doric abacus, and a simple Doric entablature below a shallow hip roof. Two commemorative marble tablets are attached to the tablet base. Proposals will be evaluated on the following factors in descending order 1. Technical Qualifications, 2. Past Performance and 3. Price. Factors 1 and 2 when combined are equal to price. CONTRACT DURATION: Performance period is approximately 90 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 712120 SIZE STANDARD: $7.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICE SERVICE CONTRACT UNDER FULL AND OPEN COMPETITION. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request For Proposal (RFP) details may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on August 17, 2009. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed.
