- Arcata Associates, Inc. has a requirement for one (1) each DRS3100E-300GB-8A8D/2V,triple 300GB raid drives, 8 analog, a digital channel, 2 video channels (DigitalInstrumentation Recorders), one (1) each WSI-1UPC-03, Control PC for the recorder, 1R,four removable drive bays with 1 system drive and 3 1TB drives installed, six (6)eachDRS3100DISKBANK-300GB, 90gb raid modules for the DRS3100E, four (4) eachDRS-4PCMCABLE, PCM break out cables with miniature-d type connectors, and three (3) eachWSI-1UPC-DISK-1TB, 3 additional 1 TB storage drives for the 1 RU control PC.Arcata Associates, Inc. intends to purchase the items from Wideband Data Systems, Inc. at2409 Linden Lane, Silver Spring, Maryland 20910. Wideband Data Systems is the onlyresponsible source which is capable of satisfying the WATRs unique need for thefollowing reasons:a.Wideband Data Systems designed, built, and extensively tested the data inputoutput interfaces and the highly reliable and accurate method of archiving andreproducing the acquired research data. Wideband Data Systems possesses the detailedknowledge for all aspects of required data formats and ground station data interfacerequirements. They own the unique modification drawings and have personnel with theknowledge and history to accurately characterize the recording systems. The personneland drawings are of critical assistance in trouble shooting problems and proposingsolutions as they arise. The original design, software, and modification drawings areproprietary to Wideband Data Systems and thus unavailable to any other company.b.Wideband developed and tested DRS3100E recording file format structure and dataarchival systems software, which will be critical in the integration of new andcompletely compatible recording systems. Proper integration and testing of theserecording systems is required to assure data accuracy, integrity, reliable andrepeatability when analyzing data for science missions.c.Wideband Data Systems, as the sole producer of the DRS3100E digital recorder hasthe unique tooling; facilities; operational experience, data and engineering supportorganizations required to build the recorder to our specifications and still maintainsthe data compatibility and reliability that is so critical in raw instrumentation dataarchival. Due to the proprietary nature of the intellectual property, Wideband DataSystems is the only firm that can provide these required services and materials. d.Only Wideband Data Systems, the manufacturer of the DRS3100E, has the facilities,the unpublished design, test, and model data as well as operating experience required tobuild another compatible recorder of this type to provide ground base recordings offlight research and other NASA research technology.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. StandardPacific time on August 14, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
