Description
RECOVERY The National Park Service has identified a requirement to DESIGN & BUILD NEW HOUSING UNITS at Death Valley National Park, Death Valley, CA. The solicitation will be issued electronically on the Department of Interiors (DOI) National Business Center (NBC) web site at http:// ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Interested contractors desiring to conduct business with DOI are requested to register at the web site. Contractors wishing to receive electronic notification of changes will need to register to receive notification of changes to this specific solicitation. The service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the web site for all information relevant to this solicitation. Plan holders will be required to visit this web site periodically to check for amendments and other changes to the procurement documents. No other notifications will be sent. This procurement is Full and Open Competition, however the National Park Service welcomes the participation of disadvantaged and women-owned business firms. In accordance with the Federal Acquisition Regulations (FAR), Part 36, the estimated magnitude of construction is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code is 236116. The small business size standard is $31M. A firm fixed price contract will be awarded to the responsible offeror whose proposal conforms to the solicitation and is considered most advantageous to the government, technical factors and cost or price considered. In order to receive contract award, a vendor must be registered in the CCR system and Online Representations and Certifications Application (ORCA). PROJECT DESCRIPTION: The anticipated work includes, but is not limited to the following: This design/build construction project consists of replacing deteriorated trailers located at Death Valley National Park (NP) Grapevine housing are with 4 structures at The Cow Creek housing area located near the Furnace Creek Developed Area, Death Valley National Park, Death Valley, CA. The design-build contractor will: 1. Prepare Construction Design Documents required in the Request for Design Build Proposal. 2. Provide design build for two 2-bedroom duplex housing units with attached 1 car garages (approximately 3,132 sq. ft. each) the new buildings shall meet stringent requirements for the building envelope, mechanical and electrical systems needed to meet or exceed the "LEEDS for Homes Rating System, Version 2008". The design/build contractor shall design the roof-ceiling assembly, wall assemblies, floor/foundation system, electrical and mechanical systems. Provide utility service as required, including site excavation and grading, utility trenching and back filling, marking, testing, piping, watering, paving and surfacing, manholes, valves, water line disinfection, electrical distribution systems, satellite TV and telephone distribution, and LPG distribution system. 3. Provide design/build for 1-bedroom triplex housing unit (approximately 2,422 sq.ft.). The new building will meet stringent requirements for the building envelope, mechanical and electrical systems needed to meet or exceed the "LEED for Homes Rating System, Version 2008." The Design Build Contractor shall design the roof-ceiling assembly, wall assemblies, floor/foundation system, electrical and mechanical systems. Provide utility service as required, including site excavation and grading, utility trenching and back filling, marking, testing, piping, watering, paving and surfacing, manholes, valves, water line disinfection, electrical distribution systems, satellite TV and telephone distribution, and LPG distribution system. 4. Provide design-build a stand-alone (990 sq feet) garage to house three vehicles. Each vehicle space shall be separated from the adjacent parking space by a floor to ceiling wall. One stall shall be ADA compliant. Provide parking aprons at each garage door; landings at each personnel door and all required appurtenances. The Cow Creek housing area is located near Furnace Creek Developed Area, Death Valley NP, Death Valley, CA. The contractor will provide utility service to each structure as required, including site excavation and grading, utility trenching and back filling, marking, testing, piping, watering, paving and surfacing, manholes, valves, water line disinfection, electrical distribution systems, satellite TV and telephone distribution, and LPG distribution system. 5. Provide a Photovoltaic System for the 2 Duplexes and 1 Triplex. This item consists of design-build of a photovoltaic grid-tied electric power system with all required appurtenances, complete and ready for use.
