Description
Synopsis:Notice of Contract Action (NOCA) - This announcement constitutes a notice of intent that the 753d ELSG/PK intends to award a contract modification to Accenture National Security Services, LLC, 680 American Avenue Suite 302, King of Prussia PA 19406-4023, for continued software integration, development, and maintenance for the Air Force modeling and Simulation Training Toolkit (AFMSTT) to support mission rehearsals, experiments, and exercises. The contract modification will be on a sole source basis to Accenture National Security Services, LLC, with a required performance start date of 01 December 2009. The contract action is for development and support of the USAF-approved set of computer models and interfaces used to facilitate training of Commander Air Force Forces, Joint Force Air Component Commander, Joint Force Commander and senior commanders and their Battlestaffs in a federated simulation environment, while continuing on-site world-wide exercise support for the reali! stic and reliable execution of Joint and combined operations. The AFMSTT program includes software development (planning and development of capability requests, responding to command and control (C2) and training environment modifications, third-party enhancements and integration, and information assurance); system test and evaluation in support of the software deliverable; and software maintenance (planning and repair of software defects such as deficiency reports). Other day-to-day activities also include highly specialized on-site technical support for fielded baselines at exercises and events. This notice does not constitute a Request for Proposals. The anticipated contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. The Government intends to make an award before 30NOV2009. No technical data/drawings/Technical Orde! rs are available. No later than days after this publication, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned.
