- On or about 30 July 2009, this office will issue Request for Proposals for design and construction of an Enclave Force Protection (Access Control Point), Ft. Gillem, Georgia. The solicitation will close on or about 10 September 2009. This solicitation is RESTRICTED TO HUBZone BUSINESS PARTICIPATION ONLY. In order to be considered for award of this contract, the offeror shall indicate in writing that they intend to meet the code of federal regulation requirements for HUBZone contracts as defined below. (a) A prime contractor receiving an award as a qualified HUBZone Small Business Contractor (SBC) must meet the performance of work requirements set forth in the 125.6(c) below. (b) In addition to the requirements set forth in 125.6(c), one or more qualified HUBZone SBCs must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. (1) A qualified HUBZone SBC prime contractor receiving a HUBZone contract for general construction may meet this requirement itself by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. (2) A qualified HUBZone SBC prime contractor receiving a HUBZone contract for specialty construction may meet this requirement itself by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 25% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. (c) The contracting officer may waive the 50% requirement set forth in paragraph (b) of this section for a particular procurement after determining that at least two qualified HUBZone SBCs cannot meet the requirement. Where a waiver is granted, the qualified HUBZone SBC prime contractor must still meet the performance of work requirements set forth in 125.6(c) below. Applicable part of 125.6(c): The qualified HUBZone SBC spends at least 15% of the cost of contract performance incurred for personnel on the concern's employees. The North American Industry Classification System code for this project is 237990 with a size standard of $33,500,000 in average gross annual receipts for the past 3 fiscal years. The estimated design and construction cost of this project is between $5 and $7.5 million. A site visit is scheduled on 5 August 2009. The Government intends to hold the pre-proposal conference at the U.S. Army Corps of Engineers Fort Gillem Installation Gymnasium Parking Area located at Building #700; 4992 N. 23rd Street, Fort Gillem, Georgia on 5 August 2009 at 1:30 PM Eastern Time. The offeror must submit in writing, via fax or e-mail, the firms name, address, point of contact, telephone number, and number of personnel planning to attend to the following no later than one (1) working days prior to the conference: a. The site visit will begin promptly at 1:30pm. Directions: If you are staying at a place near the air port you would get on Interstate 85 south go to Interstate 285 east go to Interstate 675 south take the Anvil Block Road (Fort Gillem) exit turn right onto Anvil Block and proceed East, go a short distance to first traffic light, the Fort Gillem East Gate is directly in front of you. After going through the Gate stay on Hood Avenue, you will pass the post Firestation on the right, AEFES Wharehouse Distribution Center on the right, AEFES Gas Station and Burger King on the right, and finally Building 700 parking area will be on the right. The parking lot is located directly across from the Post Chapel, building 734. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. ______________________________________________________________________________ Project Description (Approx. quantities) Design and Construct of an Enclave Force Protection (Access Control Point) requires a perimeter fence, construction of a new gate, over watch facility, repaving existing areas, vehicle turnaround (parking) inspection area, a channelization island, cabling system, utilities, lighting, and site improvements. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required after award.
