Description
Supplemental Architect-Engineer (A/E) solicitation for performance of mechanical, electrical and plumbing (MEP) services for the General Services Administration’s (GSA), Public Buildings Service (PBS), Office of the Design and Construction program, under the Office of the Chief Architect within GSA’s Central Office. The nature of the professional services that the A/E will provide under this contract is for design review of Mechanical, Electrical, Plumbing, Security and Environmental Systems as well as Incidental Architectural Systems. At a minimum, design reviews are to be conducted for new and renovated Federal buildings, Courthouses, Land Ports of Entry and other special types of projects/buildings. Design work is also included as part of the solicitation, for example, repair and alteration work, renovations, or other incidental design services. The contract will be made to the most technically qualified Architecture-Engineering (A-E) firms in the United States using FAR Part 36 and the Architect-Engineer Brooks Act procurement procedures The Government intends to award a minimum of five (5) National Indefinite Delivery - Indefinite Quality (IDIQ) contracts pursuant to procedures established by the Brooks Act and FAR Subpart 36.6, with a base year and four (4) one-year options, for a total of five (5) years. Of the five potential awards, up to two (2) awards will be awarded to Unrestricted Businesses and three (3) awards will be 100% Set-Aside for Small Businesses. Each contract, whether Unrestricted or Small Business ventures would require numerous specialty consultants and subcontractors. The contracts would be nationwide in scope (i.e. all States and US Territories). The Government reserves the right to make multiple awards. OBJECTIVE: The objective of this SOW is to procure the services of multiple national Contractors to provide mechanical, electrical, and plumbing (MEP) support services when the need arises. PROJECT DESCRIPTION: The contractor shall provide professional MEP service for the design review of Mechanical, Electrical, Plumbing, Security, and Environmental Systems, and Incidental Architectural Systems. The Project Design Reviews are to be conducted for new and renovations of Federal buildings, Courthouses and Land Port of Entries on behalf of GSA. The reviews and the reports shall incorporate GSA prospectus, criteria requirements and long term operation and maintenance issues. Such reviews are conducted and evaluated during the following phases of the project: * Pre-Conceptual Design * Conceptual Design * Design Development * Construction Documents * Construction Inspection Contractors shall refer to the U.S. Courts Design Guide 2007, Land Port of Entry Design Guide (P130), 2005 Facilities Standards (P100), which are available at www.gsa.gov. The level of services required from the Contractor may vary, depending on GSA's needs throughout the life of the contract. All work will be performed based on firm, fixed price task orders issued, as needed, under the basic contract for services. The fixed price of these task orders shall include the cost for all management, supervision, labor, materials, supplies, and equipment (except as otherwise provided). Further, the Contractor shall plan, schedule, coordinate, and assure effective performance of all services described in the respective task order. The contract is national in scope, supporting projects, on an as-needed basis, within all eleven GSA Regions and the GSA Central Office. DISCIPLINES: The disciplines for this requirement may include at a minimum: architects and engineers. REQUIRED SKILL/QUALIFICATIONS: The Contractor shall have the following experience and qualifications: 1) A full service A-E firm with sufficient capability and expertise to perform the work required; 2) At least five years of specialized experience in the design of MEP systems; 3) At least five years of specialized experience in energy conservation and; 4) A comprehensive team with experience in design reviews. Architecture and Engineering (A/E) Services require performance by licensed architects and/or registered engineers or their employees. DELIVERABLES: The specificity of the required deliverables will be defined at the issuance of specific project requirements issued as task orders on a case-by-case basis. DELIVERY SCHEDULE: The schedules for the delivery of cost estimates or other services as required will be defined in specific statements of services upon issuance of individual task orders. LOCATIONS: The GSA Regions are: (1) New England, Boston, MA; (2) Northeast & Caribbean, New York, NY; (3) Mid Atlantic, Philadelphia, PA; (4) Southeast-Sunbelt, Atlanta, GA; (5) Great Lakes, Chicago, IL; (6) The Heartland, Kansas City, MO; (7) Greater Southwest, Fort Worth, TX; (8) Rocky Mountain, Denver, CO; (9) Pacific Rim, San Francisco, CA; (10) Northwest/Arctic, Auburn, WA; (11) National Capital, Washington, DC. PERIOD OF PERFORMANCE: The contract performance period is for a 12-month base year with four (4) one-year options, for total possible contract duration of five (5) years. Performance shall commence upon issuance of a Notice to Proceed following award of the contracts, and issuance of individual Task Orders for specific projects/tasks. ISSUANCE OF TASK ORDERS: GSA/PBS intends to make multiple awards for this requirement. Upon award, all services will be procured through the issuance of individual task orders, each defined by a separate scope of work. FAR 16.505(b)(1)(I) requires the contracting officer to provide each awardee a fair opportunity to be considered for each order exceeding $3,000.00 issued under multiple delivery-order contracts or multiple task-order contracts. The only exceptions to this requirement are those stated in FAR 16.505(b) (2). All competitive requirements will be competed using the Brooks Act procedures under FAR Part 36.6. SUBMISSION OF QUALIFICATIONS: Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting a completed Standard Form 330 - Architect - Engineer Qualifications on or before 12:00 pm Eastern Daylight Time on Thursday, August 30, 2009. All questions must be submitted via email by Friday, August 14, 2009 @ 12:00pm. The submittal should be triplicate and be bound in 8-1/2’ x11’ formate, the total submittal shall not exceed thirty (30) pages each, Qualifications must be sent to the Contracting Officer, Ms. Collette Scott, General Services Administration (GSA), Public Buildings Services (PBS), Contracting and Facilities Division (PGE), 1800 F Street, NW, Room 4302, Washington, DC 20405. Facsimile copies of the submittal will not be considered. It is the responsibility of the offeror to ensure that its submittal is received in a timely manner at the address designed above. SELECTION CRITERIA: The selection criteria are listed in descending order of importance: CRITERIA I: PROFESSIONAL QUALIFICATION (35%) (A) The offeror must possess professional qualifications necessary for satisfactory performance of required services with expertise in Mechanical, Electrical and Plumbing systems. (B) Offerors must demonstrate familiarity with GSA Design Standards and criteria such as Facilities Standards for the Public Buildings Service, P-100, U.S. Courthouse Design Guide, U.S. Marshals Service Design Guide, Land Port of Entry Design Guide, P130 and other standards applicable to MEP systems. CRITERIA II: SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE CRITERIA (35%) (A) Demonstrate that the firm and proposed team members have experience in development of criteria and guide specifications in the areas of mechanical and electrical engineering. (B) Demonstrate that the firm and proposed team members have experience in architectural and engineering design review, preparation of design documents and in other services relating to federal building design and construction, including inspection. (C) Demonstrate that the firm and proposed team members have experience in the design and review of new construction and renovation projects. (D) Personnel proposed shall have as a minimum, 10 years of relevant professional experience and five (5) years of specific experience in providing services that are required under the Statement of Work (SOW). (E) Specialized experience in Energy Analysis, Preparation of Design Excellence review reports and writing SOW. CRITERIA III: CAPACITY TO ACCOMPLISH THE WORK IN THE REQUIRED TIME (10%) (A) Demonstrate that the firm has sufficient staff and technical resources to undertake this contract. (B) Describe the management controls in place to ensure an integrated design approach to the performance of this contract. (C) Demonstrate capabilities for providing technical report writing and technical editing. CRITERIA IV: PAST PERFORMANCE (10%) (A) Provide evidence of past performance in terms of timeliness in accomplishing work of similar scope, and past client satisfaction within the past ten (10) years of completed work. (B) Demonstrate acceptable past performance. (Provide no less than three (3) references related to like or similar work. One (1) reference should be for work with a federal agency. References must include the name of the client, contact person and a telephone number) CRITERIA V: LOCATION IN THE GENERAL GEOGRAPHICAL AREA (10%) (A) The Architect-Engineer principle office must be within a fifty (50) mile radius to GSA, 1800 F Street NW, Washington, DC 20405 due to anticipation that a greater percentage of work will be performed in this geographic area. SUBMITTAL REQUIREMENT: Interested Architect-Engineer firms having the capabilities to perform his work are invited to submit FOUR (4) copies (identify one as the original) of SF 330, Architect-Engineer Qualifications on or before 3:00pm EST, August 30, 2009. The SF 330 is limited to 30 pages, 8.5"x11". Responses will be addressed to Ms. Collette Scott, General Services Administration (GSA), Public Building Services (PBS), 18th and F Street, NW, Room 4302, Washington, DC 20405. Facsimile copies of the submittal will not be considered. Interested firms meeting the requirements described above must submit completed copies of the Standard Form 330, Parts I and II, including any supplemental information necessary to further address the selection criteria. The following information shall be on the outside of the sealed envelope(s): 1) Solicitation Number/Title, 2) Due Date and, 3) Closing Time. Only contractors responding by the specified time will be considered for selection. Late responses are subject to FAR 52.214-8. BUSINESS SIZE STANDARD: The North American Industry Classification System (NAICS) Code is 541330, Engineering Services (For small business purposes: $4.5M in annual gross receipts for a period of three years). This is a Partial Small Business Set-Aside. GSA, PBS will set-aside three (3) contract as 100% total small business set aside. GSA will evaluate small business set-aside offers using the evaluation factors referenced above. SUBCONTRACTING PLAN REQUIREMENT: If the contractor selected through the unrestricted portion of the solicitation is another Other than Small Business concern, the contractor shall be required to submit a subcontracting plan with the final proposal as required by Federal Acquisition Regulation 52.219-9, Small Business Subcontracting Plan and in accordance with Public Law 95-507. The General Services Administration considers the following goals reasonable and achievable. As part of its commitment to socioeconomic initiatives of the U.S. General Services Administration, Public Buildings Service has established for fiscal 2009 subcontracting goals. (a) Small Business: 37% of planned subcontracting dollars. (b) Small Disadvantaged Business: 6% of planned subcontracting dollars. (c) Women Owned Small Business: 5% of planned subcontracting dollars. (d) Service-Disabled Veteran Owned: 3% of planned subcontracting dollars. (e) HUB zones: 3% of planned subcontracting dollars. GUARANTEED MINIMUM: A minimum guarantee amount of $10,000.00 applies for each contract for the base year only. MAXIMUM ORDER LIMITATION (MOL): The maximum contract value may not exceed $5,000,000 aggregate total. Each IDIQ contract is expected to have a $1,000,000 per year maximum order limitation for a period of five years totaling $5, 000, 0000 per contract Maximum Order Limitation (MOL). (Annual MOLs may carry over to the next year). Each task order will have a maximum ordering limitation (MOL) of $1,000,000. SELECTION INTERVIEW REQUIREMENTS: Personal interviews may be scheduled for firms slated as most highly qualified. Firms slated may be asked to explain management and the Firms abilities. Award of a Contract is contingent upon a successful audit and negotiation of labor rates and overhead and profit allowances. Task orders are subject to the fund availability at the time of award of the task order. The contracts to be awarded hereunder are procured under the Brooks Architect-Engineers Act of 1972 (Pubic Law 92-582) and FAR Part 36.6. This is not a Request for Proposal. ADDITIONAL INFORMATION: The submittal information must be included in the SF 330 package, (cover letter, attachments, and excess number of pages will be excluded from the evaluation process).
