- MARKET SURVEY CAPABILITY ASSESSMENT FOR JOB ANALYSIS INFORMATION DATABASE (AJIdB) FOR THE AIR TRAFFIC CONTROL SPECIALIST (ATCS) OCCUPATION NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING OFFICER. CONTACT INFORMATION BELOW. This is a market survey for Job Analysis Information Database (JAIdB) for the Air Traffic Control Specialist (ATCS) Occupation. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing JAIdB for the ATCS Occupation. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is undecided. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make the determination, the FAA requires the following from interested vendors: 1.. Capability Statement - This document should identify:Type of database applications and services provided by your firm,Size and type of database applications and services provided on previous contractsNumber of years in business 2. Geographic area where database applications and servides will be provided; 3. Expected approach - Respondents must provide their strategy for accomplishing this work including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. Attached is the draft Job Analysis Information Database (JAIdB) Notional Design Document. Respondents should review this document and provide comments. The purpose of this market survey is to assess the availability of database applications in the commercial marketplace to capture, manage, and maintain job/task analysis (JTA) information to support on-going human factors research in the FAA on the Air Traffic Control Specialist (ATCS; FG-2152) occupation. JTA information is the foundation for agency personnel selection procedures for safety-critical occupations such as ATCS, Airway Transportation Systems Specialist (ATSS; FG-2101) and Aviation Safety Inspector (ASI; FG-1825). The focus of effort at this time is on the ATCS occupation. The agency has relied on paper-based JTA reports and data, making use of the JTA data cumbersome and difficult. The agency desires to move from paper-based JTA documentation to a modern, computerized Job Analysis Information Database (JAIdB) to support its human factors research program in the areas of personnel selection, training, and performance measures for air traffic controllers. The agency is requesting information on the availability of JTA database applications that might be available or adaptable to the FAA's purposes of capturing, representing, managing, and maintaining JTA data. The desired functionality for the JAIdB is described in Attachment 1. Key desired functionalities of the JAIdB include (1) user-defined hierarchical representation of job duties and tasks based on a hierarchical task analysis (HTA) model, (2) graphical representation of the job at each level of the HTA model using techniques such as user-edited flowcharting or business process model notation, (3) user-defined hierarchical representation of relevant knowledge, skill, abilities, and other personal characteristics (KSAOs); (4) representation of the join between the hierarchical representations of job and KSAOs based on user-provided linkage data at each level of representation; and (5) support for pre-defined and ad hoc queries and reports, including graphical representation of the job at each user-defined level of analysis in the HTA model. While the JAIdB is envisioned as a single-user desktop application at present, a client-server architecture is highly desirable to support multiple users. All responses to this market survey must be received by August 19, 2009.
