- NASA/Goddard Space Flight Center (GSFC) does not intend to issue a draft Requestfor Proposal (RFP) for the S-Band Transponders for the Magnetospheric Multiscale (MMS)Project. The scope of work for this procurement entails the Contractor providing thefacilities, personnel, services, tools, equipment, and materials for the S-BandTransponders in accordance with the final S-Band Transponder Statement of Work (SOW),Specification, and Deliverable Items List and Schedule (DILS), which will be providedwith issuance of the RFP. In order to promote competition, NASA is releasing the draftSOW, Specification, and DILS with this synopsis.This procurement will be a full and open competition. NASA/GSFC anticipates awarding a Firm Fixed-Price type contract for this effort with ananticipated award date on or about December 2009.The Government does not intend to acquire commercial items using FAR Part 12. See NASASpecific Numbered Note 26 -- this can be accessed at the following URL:http://genesis.gsfc.nasa.gov/nasanote.html. The North American Industry Classification System (NAICS) Code for this procurement is517410 with a corresponding size standard of $15 million.The anticipated release date of the RFP is on or about August 14, 2009 with ananticipated offer closing date on or about September 28, 2009.The actual due date forreceipt of offers will be stated in the prospective RFP. Upon issuance of the RFP, allqualified responsible sources may submit an offer which shall be considered by thisagency. An Ombudsman has been appointed -- see NASA Specific Numbered Note B. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
