- This is a modification to the synopsis entitled TRANSITION REGION AND CORONALEXPLORER MISSION EXTENSION OF POST LAUNCH DATA ANALYSIS AND OPERATIONS which was postedon July 15, 2009 and later modified on July 23, 2009. You are notified that the followingare questions received and responses to those questions regarding SolicitationNNG08299808R:QUESTION 1: What happens to TRACE mission operations after 7 months? RESPONSE: Thescientific mission is expected to end no later than the end of the seven month period. There may be a week or two of engineering tests with the spacecraft after that, but nofurther use of the spacecraft is foreseen after that time.QUESTION 2: How long the TRACE mission will continue past the month contract award toLockheed Martin? RESPONSE: It will not. (Presume seven month extension was meant).QUESTION 3: Is Lockheed Martin providing Routine mission operations support for TRACE? RESPONSE: Yes, in so far as operations could be described as "routine". One- or two-daycommand loads are assembled by experienced solar physicists who are familiar not onlywith spacecraft and instrument operational constraints, but with ground- and otherspace-based observatories observing plans as well.QUESTION 4: Is Lockheed Martin providing Routine data ingest, processing anddistribution support for TRACE? RESPONSE: Yes.QUESTION 5: Is Lockheed Martin using an operational system for conducting Routineoperations? RESPONSE:For scientific operations (instrument control), yes. Missionoperations (spacecraft control, including integration and uplink of scientific commandloads) support is provided to the Space Science Missions Office (SSMO) under a differentcontract vehicle.QUESTION 6: Is Lockheed Martin providing Sustaining Engineering Critical Support underthe subject contract? RESPONSE: Not for the spacecraft; that is provided under thecontract used by the SSMO.QUESTION 7: Could Routine Operations (not involving engineering expertise) be performedby a small business? RESPONSE: In principle, if the small business had scientificexpertise similar to the Principal Investigator (PI) team's, and extensive experience inday-to-day operation of a solar physics instrument package, which involves frequentchanges of plan and coordination with other solar physicists, can see no reason why thesize of the business would matter. The due date for responses has been extended.Documents related to this procurement will be available over the Internet. Thesedocuments will reside on a World Wide Web (WWW) server, which may be accessed using a WWWbrowser application.
