Description
THIS IS A SOURCES SOUGHT NOTICE FOR THE UNITED STATES COAST GUARD (USCG) RESEARCH AND DEVELOPMENT CENTER (RDC), IN NEW LONDON, CT. This Request for Information (RFI) is part of a market research effort to assess technical capabilities that will best address the RDC need with regard to the security classification of documents and associated security training support. The USCG) RDC conducts research projects to support USCG missions and operations. RDC projects often result in the generation of documentation (reports, presentations, or other media) requiring a security review and classification determination in accordance with official guidance. A sampling of pertinent official guidance is provided below. These sample references are representative of some of the guidance documents requiring compliance for classification determinations. The RDC Classified Material Control Officer (CMCO) and Sensitive Security Information (SSI) Coordinator are responsible for the classification determinations. SAMPLE REFERENCES: 1) National Security Decision Directive 298, (http://www.usa.gov/) 2) Executive Orders 12958, 12968, 12920, 12333, and 10450 (http://www.usa.gov/) 3) HSPD-12, HSPD-7 (http://www.usa.gov/) 4) Coast Guard Industrial Security Program COMDTINST 5520.13 (http://www.uscg.mil/directives) 5) DHS Management Directive (MD) 11042.1 Sensitive but Unclassified/FOUO (http://www.fbo.gov/) 6) DHS MD 11056.1 Sensitive Security Information (SSI) (http://www.fbo.gov/) 7) COMDTINST M5260.4 Management of Scientific and Technical Information (http://www.uscg.mil/directives) The RDC is interested in determining the capabilities that exist in the market to assist the CMCO/SSI Coordinator with RDC security reviews and security classifications ensuring compliance with official guidance documentation. The RDC is looking for contractors experienced with the review and classification of documentation that is classified, “Sensitive but Unclassified” (SBU) and/or “For Official Use Only” (FOUO). The RDC is also interested in the capabilities that exist for security classification of documents training support, including development and presentation of courses and lesson plans and providing other support in the education of RDC staff (approximately 100 civilian and military). This training is intended to provide RDC staff with the expertise necessary to comply with the official guidance documentation regarding security reviews and security classification of documents. For planning purposes, it is anticipated that the contracted support will be performed onsite at the USCG RDC, 1 Chelsea Street, New London, CT 06320. It is also anticipated that the individual(s) providing the contracted support will require a Top Secret security clearance. Please provide a statement of capabilities in response to this market research effort that includes the following: a) A description of your most relevant experience with regard to the classification tasking described above; b) A description of your experience providing training with regard to security classification of documents including generation of course materials and lesson plans; c) A description of how you would accommodate the need for onsite performance (RDC, New London, CT) as described in the above tasking; d) A description of how you would accommodate the need for offsite performance (contractor’s facility) as described in the above tasking; e) Current security clearance level of individual(s) required for above described tasking; f) NAICS 541690 is applicable to the type of tasking described in this market research. With regard to NAICS 541690, please identify if you are a Small or Large Business. Responses to this market survey shall be limited to no more than five pages and shall be sent directly to Helen.R.Nelson@uscg.mil with a copy to Joseph.W.Kusek@uscg.mil. Respondents are requested to respond no later than August 30, 2009. The Government does not intend to award a contract on the basis of this RFI, or to otherwise pay for information received in response to this RFI. This RFI is issued for information and planning purposes only and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this RFI are not offers and will not be accepted by the U.S. Government to form a binding contract.
