Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-35. This announcement constitutes the only 100% small business set aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 541712, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," 2) Past Performance and 3) Price. Technical Capability and Past Performance, when combined, are significantly more important than price. This solicitation is issued as a Request for Quote (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for software. General Duties/Description of Work Brand Name or Equal. The Electromagnetics and Wireless (EM&W) Laboratory in the Center for Devices and Radiological Health (CDRH) is, among other things, responsible for analyzing the exposure of people – patients, medical care providers and the public – to sources of electromagnetic radiation. Our primary tools in these analyses are computer simulations. We have a high resolution model of a human body that is used for simulations - the Male Visible Human which is derived from the NIH Visible Man Project. However this model is in the form or a standing person with his arms at his side. For realistic simulations it is necessary to reposition the model so that it is sitting or has its arms forward, etc. Currently we are unable to do this. We require a special purpose software tool, VariPose by Remcom, that repositions the voxels of the Male Visible Human mesh into user specified realistic body positions that can be read by XFDTD software. Each repositioning accounts for alterations in the position and mass of all internal and external tissue types. The user selects the repositioning the body by moving the knee, hip, elbow, thumb, finger joints, and other major body joints. These repositioned body meshes are important for a variety of bio-electromagnetic dosimetry, thermal, and thermal injury calculations. The tool consists of a Graphical User Interface and a Repositioning engine. The Contractor shall provide the male body repositioning software tool with the following specifications listed below: • The software is required to be a turn-key system that is used to reposition the voxels of the Male Visible Human. • Software must be able to mesh at 10, 5, 3, 2, or 1 mm voxel format. • Software must be able to reposition body joints from knee, hip, elbow, thumb, and finger joints by using a graphics user interface. • Software must be compatible with XFDTD. • Software must have export capability to text format. • Software must be installable on a Microsoft Windows platform. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information.
