- NOTICE OF INTENT TO SOLE SOURCE The United States Department of Homeland Security (DHS) Science and Technology Directorate (S&T) intends to negotiate and award on a sole source basis a contract with Gryphon Scientific with corporate offices located at 6930 Carroll Ave, Suite 810, Takoma Park, Maryland, for studies relating to the characterization of advanced and enhanced biological threats using gene pathogenicity databases already constructed by Gryphon. This proposed contract action is under the authority of FAR Subpart 6.3, Other Than Full and Open Competition, specifically 6.302-1 such that Gryphon Scientific represents the only one responsible source and no other suppliers will satisfy agency requirements. The anticipated date for contract award is 10 August 2009. In addition, this proposed procurement will be conducted under Simplified Acquisition Procedures (SAP). This notice of intent is not a request for competitive proposals and an RFQ will not be issued. Interested parties may submit information for consideration by the Government to janet.herman@dhs.gov, referencing this notice, no later than 4:00 p.m. Eastern Time on 6 August 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
