- The Forest Service (USFS), Washington Office intends to award on a sole source basis under the authority of 41 USC 253 (c)(1), an Indefinite Delivery-Indefinite Quantity contract for a base year plus four option periods, with a minimum of $20,000.00 and a maximum of $2.0 million over the entire life of the contract to the National Forest Foundation. The National Forest Foundation proposes to perform a range of services to support the Forest Service in engaging in collaborative efforts, promoting greater knowledge-sharing and peer learning, and assisting with various aspects of conference/meeting management. Services may include, but are not limited to the following: a. Planning, coordinating and facilitating meetings, workshops and conferences; b. Conducting community assessments to determine appropriateness and scale of community-based collaboration; c. Convening regional or state collaborative processes to develop ‘zones of agreement’ around conservation or restoration efforts; d. Coordinating peer-learning sessions (including teleconferences and Webinars); e. Documentation of best practices and tools related to the collaborative process; f. Assist in strategies to promote Forest Service staff use of collaborative approaches (website content development, ‘transition memo’ development). Individual task orders will be issued when a specific need arises. As described in FAR 6.302-1, there is only one responsible source and no other services will satisfy agency requirements. The National Forest Foundation (NFF) is a private, non-profit corporation established under Public Law 101-593 to undertake, conduct, and encourage education, technical assistance, and other activities for the sole purpose of furthering the purpose and mission of the US Forest Service. As such, they are the only non-profit to be Congressionally-authorized to work on behalf of and in the best interest of the Forest Service. In this role, NFF maintains close communication with the agency on initiatives and mission activities—including through officially designated federal liaisons and its National Forest Leadership Council. In addition, given the acute focus of Foundation programs and activities (e.g., capacity building grant programs, efforts in economic development, implementation and support of restoration projects, and consesus building and collaboration), NFF provides the Forest Service with a unique suite of services that are complimentary and locally grounded—providing essential components to sustainability, efficent business process, and public land stewardship. This notice is not a Request for Proposals, nor does it represent a commitment by the Forest Service to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification.
