- RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912HQ-09-NOI-02. This is a Pre-award Notice of Intent: The U.S. Army Corps of Engineers intends to award a sole source follow on contracting action to Abt Associates, Inc to allow for completion of the development of a national scale analytic risk assessment tool. GI funding appropriated under the American Recovery and Reinvestment Act of 2009 is being used for this effort. A Justification and Approval has been approved for this Sole Source contract based on 10 U.S.C. 2304 (d)(1)(B), FAR 6.302-1(a)(2)(iii) which allows for an exception to competition requirements under circumstances where services are available one from the original source in the case of a follow on contract. This effort is a follow on to a contract awarded in November 2008 to Abt through the competitive process based on Abts demonstrated, unique capability to articulate, develop and refine a conceptual and analytic risk assessment framework specifically suited for understanding how USACE programs and policies impact flood risks.
