Description
The scope of the current task order is to obtain all services for deactivation, demolition, and removal of the Separations Process Research Unit (SPRU) nuclear facilities (Building G2, Building H2 and Tank Enclosures); cleanup and environmental restoration of the underlying and surrounding contaminated soil; and decontamination of piping tunnel connecting the SPRU facilities to other operating facilities. SPRU is located at Knolls Atomic Power Laboratory, in Niskayuna, New York. The completion date of the SPRU task order is changed from December 20, 2011 to September 30, 2011. Additionally, Recovery Act funds will be used for: a) The Temporary Access Road which includes the retaining wall, relocation of two utilities, grading, gravel road surface, and an access gate. b) Building G2 and Pipe Tunnel - The G2 and Pipe Tunnel scope of work includes all activities associated with deactivation, decontamination, and demolition of the G2 building and demolition of the portion of the tunnel system below Building G2 and connecting Building G2 and H2. This includes incidental soil removal required for the D&D, and restoration of the wall interface between buildings G1 and G2. The activity also includes the removal, packaging, transportation, and disposal of low-level radioactive waste and non-radioactive waste, and removal only for mixed low-level waste and transuranic waste, if present. c) Building H2 and Tank Enclosures - The Building H2 and Tank Enclosure scope of work includes all activities associated with deactivation, decontamination, and demolition of the H2 building and demolition of the tank enclosures. The scope also includes incidental soil removal required for the D&D of the H2 and tank enclosure. The activity also includes the removal, packaging, transportation, and disposal of low-level radioactive waste and non-radioactive waste, and removal only for mixed low-level waste and transuranic waste, if present. Rationale for using other than a fixed price and/or competitive award: The work discussed herein is the same work that is currently required in the original task order statement of work as awarded. Therefore, additional competition was not required. The original task order is a CPIF contract. Modifying this task order to utilize Recovery Act funds does not reduce the risk assessment of the work, so maintaining a CPIF type is appropriate. The contractor will be encouraged wherever possible to award subcontracts.
