Description
The National Institute on Drug Abuse (NIDA) issues this Sources Sought synopisis in an effort to obtain information regarding the availability and capability of all qualified sources to perform this requirement. We encourage capable small businesses to respond. The period of performance is two years. NIDA intends to expand the work currently being performed under the project titled "Comorbidity Analysis of the NIDA MTA 14-Year Follow-Up Study." The Multimodal Treatment Study of Children with ADHD (MTA) is a multi-center longitudinal follow up study of children treated for ADHD. The MTA study initially enrolled 579 ADHD subjects at ages 7 to 9, at seven sites, for a randomized trial comparing medication, behavioral, combined treatments, and community care as usual, in the early 1990s. Extensive data on drug use and psychiatric status, psychosocial and academic functioning, and service use have been collected over 12 years, and year 14 (ages 21-23) data collection is to take place in 2009 and 2010. If funded, the NIDA MTA 14-year Follow-Up Study will examine how early ADHD treatment modalities and proximal outcomes are associated with later risk for comorbid substance use disorders among young adults because of the relatively large size of the sample, the longitudinal design and history of randomized treatments, the psychosocial measures obtained over the study and the exceptionally strong research environment among the respective study centers, these data present an important research opportunity for NIDA. The goals of this program are currently being fulfilled through seven current NIDA-funded research and development contracts. The specific work to be conducted will include: (1) support data analysis of existing data, (2) conduct brain imaging (MRI) among subjects and controls, and (3) collect blood for DNA extraction and genotyping of subjects and controls. The contractor(s) will analyze the data collected through year 12 post-randomization and will compare treatment groups as well as subjects and controls as they enter the age common for early onset drug abuse. Any submissions must demonstrate in-depth knowledge and expertise in the overall management of a clinical research center. The Contractor must have the required capabilities and in-depth knowledge in the following areas including: sample retention enhancement, conducting data analyses on the onset of substance use disorders, facilitating qualitative research exploring the etiology of substance use, and describing and characterizing developmental changes in brain morphology through magnetic resonance imaging (MRI) data on young adult MTA research subjects and controls. The established NAICS code is 541712. Information sent should be relevant and specific in the technical area under consideration, on each of the following qualifications: 1) Experience: An outline of previous similar projects, specifically the techniques employed in the areas described above; 2) Personnel: Name, professional qualifications and specific; experience in the work requested and knowledge of, and experience in, the field of drug abuse research. Also, we will consider appropriateness of professional and technical personnel classifications. Any other specific and relevant information about this particular area of procurement that would improve our consideration and evaluation of the information presented is desirable. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, commendations, etc. THIS IS NOT A REQUEST FOR PROPOSALS; nor is an RFP available. However, if interested parties other than the incumbent contractors believe they can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must demonstrate the ability to provide the services and assessments as well as the facilities and staffing to perform these services, as described above. All responses must be received in writing and must contain material in sufficient detail to allow NIDA to determine if the party can perform this requirement (responses should not exceed 20 pages including attachments). Responses providing insufficient information will not be considered. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government's use. Any proprietary information should be so marked. All capability statements must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Code(s), 5) business size and status; 6) capability information in response to the requirement and qualifications identified in this notice; and 7) type of small business your organization classifies itself as (i.e.: women-owned, HUBZONE, etc.) if applicable.
