- Request responses not later than 5 PM (Eastern Time) on Aug 31, 2009. The Government is under no obligation to consider information received after Aug 31, 2009 as part of the formal market research for this acquisition. The Defense Energy Support Center (DESC) is seeking information concerning the availability of capable contractors to provide personal services for the inspection of Defense Fuel Supply Points (DFSP) located within OCONUS and CONUS, October 1, 2009 through September 30, 2010. The purpose of posting this Request for Information (RFI) is to locate interested businesses that are experienced in providing inspection services under the following categories, Fuels Accounting, Inventory Management, Fuels Quality, Facilities: Safety, Security and Environmental. These duties include, but are not limited to, inspection services necessary to provide a focused and streamlined inspections completed in one or two days at each DFSP. The contractor must be able to gain access government installations where DESC owned petroleum stocks are stored. The Contractor will have a working knowledge and understanding of American Petroleum Institute (API) Standards and all applicable DOD policies governing the receipt, storage, and issue of bulk and retail petroleum products. This RFI shall not be construed as a formal solicitation or as an obligation on the part of the Government to acquire any products or services. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. A formal solicitation will be posted separately at a future date. At this point, DESC is interested only in identifying interested and capable contractors for these services as a part of the market research effort. The tentative solicitation issue date is to be determined. The Government will award one contract to a contractor that meets the responsibility factors in FAR 9.104-1 to satisfy this requirement. A source selection will be conducted per FAR 15.3 procedures. Contact with Government personnel by potential offerors or their employees regarding this project is strictly prohibited. The Contracting Officer will post all information regarding this solicitation as soon as it is available. Comments and information on the following areas are requested: (1) Company Cage Code, DUNS, name, address, point of contact and applicable phone numbers and email addresses; (2) Any small business status (Service Disabled Veteran-Owned Small Business, 8(a), HUBZone, etc.; and (3) Indicate which NAICS code(s) your company performs under for Government contracts.
