- RECOMMENDED RFQ FORMAT FOR RESPONSE TO RA133W-09-RQ-0884DR COMBINED SYNOPSIS/SOLICITATION Brand Name or Equal Liebert HVAC Condensing Units (I) This is combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RA133W-09-RQ-0884DR. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. (IV) This procurement is a total small business set-aside. The associated NAICS code is 238220. The small business size standard is $14.0. (V) This combined solicitation/synopsis is for the purchase of the following commercial items: CLIN NO. 0001 - Brand Name or Equal to Liebert Prop Fan Condensing Units Model #DCDF205-A. Quantity 4 each. (VI) Description of requirements is as follows: Salient Characteristics: - Compatible with Liebert FHl14AUAAM air handler - Electrical: 460V, 3-Phase, 60Hz - Controls: 24V - Dual refrigerant circuits - Internal controls for 95F ambient temperature - Fan speed control systems - Fans: 2 each, one variable speed, one cycling - Disconnect switch - Phenolic (Heresite) coated coil - Inert gas holding charge - Warranty: One year warranty covering parts and labor (VII) Required delivery 90days ARO. Delivery shall be FOB Destination. Multiple shipping addresses: two (2) will be shipped to Lake Charles, LA and two (2) will be shipped to Mobile, AL. Payment Terms are Net-30. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In additions to written price quotes, offers are instructed to provide quotes on attached RFQ format. (IX) FAR 52.212-2, Evaluation -- Commercial Items (June 199), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. Paragraph (a) is hereby completed as follows: Award will be made based to the Contractor whose quote offers the best value to the Government and will be evaluate quotations based on the following evaluation criteria: 1) Technical capability -meeting all salient characteristics., 2) Delivery Time, 3) Price, and 4) Past Performance- quote shall included at least two references and contractor's past performance will be based on timeliness, quality, and customer services., (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jul 2009), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Mar 2009), applies to this acquisition.
