Description
The United States Department of Agriculture, Natural Resources Conservation Service is seeking a Contractor to furnish all labor, equipment, materials, incidentals, and supervision to complete the Fagan WRP Tree Planting project located in Victoria, County, Texas. Works consist of site preparation (mowing/shredding), herbaceous treatment, and tree planting in accordance with the specifications, terms and conditions of the contract. DESCRIPTION OF WORK PRE-PLANTING CONFERENCE: A Pre-planting Conference will be held between the contractor, owner (or agent) and the NRCS to discuss the planting operation. Planting will not begin before this meeting. SITE PREPARATION: Site preparation will include shredding by September 1, 2009 along with spray treatments utilizing approved systemic herbicides such as Roundup and Rodeo according to label directions on existing vegetation by September 30, 2009. A second spray treatment will be employed as determined by NRCS technician by October 30, 2009, in order to “cleanup” any vegetation that did not respond to the first spray treatment. See Site Preparation and Tree Planting Plan attachments to the Solicitation. TREE PLANTING: Hardwood seedlings will be hand or machine planted on a 12' x 12' spacing (303 trees per acre) on approximately 35 acres. The planting area, except the strips around water impoundment, will consist of one mix. See attached Tree Planting Plan in the solicitation for further details. QUALITY CONTROL: The contractor will be ultimately responsible for quality assurance. Quality control will be explained during the pre-planting conference. INSPECTION: NRCS will conduct an inspection at the completion of the planting to determine the acceptability of the planting. The attached “Tree and Shrub Planting Compliance Record (Seedlings) will be used for certification. TIME FRAMES/DATE. Period of Performance - September 1, 2009 through February 28, 2010 PRICE. The Government estimated price range for the project is under $25,000. This acquisition is being conducted in accordance with FAR Subpart 6.1 and 6.4. The Small Business size standard is based on the North American Industry Classification System (NAICS) code 115112, Soil Preparation, Planting, and Cultivating, which is $7 million average annual income. SUBMITTAL REQUIREMENTS. This is a SEALED BID PROCUREMENT. Interested and qualified firms must submit their bid no later than 1:00 pm, August 24, 2009 to the attention of Danny Mandell, Contracting Officer at the contracting office address listed in this notice. All contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract.
