Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with Worldviz LLC, 27 W Anapamu St #101-121, Santa Barbara, CA 93101 to create a virtual environment using custom graphics and programming. The computer program will be accompanied by a collection of 3D models of objects that will become a virtual reality simulation when used with our existing equipment. Immersive virtual environment technology excels at the simulation of complex environments while allowing manipulation of any facet of an environment including environmental characteristics and user representations and very exact measurement opportunities. The plan should allow study participants to interact with a virtual reality buffet simulation so food choices and patterns of making those choices can be accurately measured. Worldviz LLC is the only known company able to fully integrate the program with the latest capabilities of the Vizard platform which is already in use and can provide custom 3-D modeling, programming, and technical support which can work seamlessly with the Vizard platform. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 541512 and the Size Standard is $25M. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
