Description
A Market Survey is being conducted to determine if there are interested and qualified Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors for the following proposed Indefinite Delivery, Indefinite Quantity Multiple Award Contracts: Contracts awarded under this statement of work are to procure environmental services under North American Industry Classification System (NAICS) Code 562910 and are acquired in accordance with the Contracts Act (services) or the Brooks Act (Public Law 92-582 construction wage rates). The scope of these contracts is mandated by the Defense Environmental Restoration Program (DERP), Comprehensive Emergency Response Compensation and Liability Act (CERCLA) and other environmental laws and regulations requiring support activities for military installations, Corps' civil works projects, and work for other agencies. The DERP projects include, but are not limited to, activities on active and Reserve Army and Air Force installations, Base Realignment and Closure (BRAC) sites, Defense Nation Stockpile Center (DNSC), and on Formerly Used Defense Sites (FUDS), and any other environmentally impacted properties or sites that Louisville District has been designated as the environmental lead agency. Other environmental laws and regulations mandating pollution prevention and remedial activities include; the federal and state versions of the Clean Air Act (CAA), the Clean Water Act (CWA), the Toxic Substances Control Act (TSCA), the Resource Conservation and Recovery Act (RCRA), Underground Storage Tank (UST) regulations, the National Environmental Policy Act (NEPA) and the Corps of Engineers' regulations. The task orders (TOs) completed and awarded under these Environmental Services Contracts are generally firm-fixed-price (FFP) and in rare cases, cost reimbursable (CR) contracts. Work sites may be at any location within the United States or its territories where the U.S. Government owns, operates or maintains facilities (Military or Civil) serviced by the Louisville District, or designated by the Contracting Officer. Although the contract focuses primarily within the Great Lakes and Ohio River Division mission boundaries, it is used for nationwide mission support when such use is determined to be within the best interest of the Government by the Contracting Officer. Contract duration is estimated to be up to 5 years, including all options and with an estimated pool of $48,000,000. NAICS is 562910. Size limitation is less than 500 Employees. All interested Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors should notify this office in writing by mail on or before 23 July 2009 at 1200 (noon) Eastern Standard Time. Responses should include: (1) Identification as a Small Business or verification of the company by the Small Business Administration, as either a certified HUBZone, certified 8(a), or Service Disabled Veteran Owned Business, (2) The level of performance and payment bonding capacity that the company maintains or could attain for the proposed contract, (3) Past HTRW Experience as a prime contractor.
