- Description
- NASA/GSFC has a requirement for an upgrade to the command and data acquisitionsystem for the Code 567 Near Field Range for antenna measurements.NASA/GSFC intends to purchase the items from Nearfield Systems, Inc. (NSI) only. Thisrange, procured during the 1990s, is a customized and unique scanner with granite slab,air bearings and precision motors, as architected by the original vendor, NSI.The keyrequirement for this upgraded hardware is to maintain compatibility with this customizedconfiguration, so that the system can operate properly to perform these specilizedmeasurements. Proprietary item is the key requirement which concludes that this upgradecan only be performed by the original equipment manufacturer NSI to upgrade the existingCode 567 Near Field Range.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 13, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Authority is 10 U.S.C. 2304(c)(1) Only one source.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
