Description
DESCRIPTION: The U.S. Coast Guard intends to procure a Consulting Service in the creation of a quadratic program, written using Microsoft Excel Solver that can be used to optimally allocate Coast Guard boats according to constraints. This proposed procurement is for a service for which the government intends to solicit and negotiate on a sole source basis to Dr. ZINOVY RADOVILSKY at 616 CLEAR LATE St in DANVILLE< CA 94506 SCOPE: The US Coast Guard needs a system to allocate boats. This project is a continuation with increased scope of work done previously by Dr. Radovilsky with PACAREA in 2005. Note 22. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and submit a Cost Proposal by 5:00 pm, ET, August 3rd,2009. Offerors may either submit one copy of the quote to MOHAMED FILALI, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593 by mail, fax (202-372-4905) or email. Electronic transmissions to Mohamed.Filali@uscg.mil are acceptable, but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above. Evaluation Criteria: Award based on lowest cost technically acceptable.
