- The National Park Service at Minuteman Missile National Historic Site has a requirement for all the work necessary for conservation for removal of the eight foot by 13 and a half foot historic mural that has deteriorated as a result of time between decommissioning the site and the staffing the historic site. This mural was installed during the 1980's to provie for decoration in an otherwise sterile military environment. This wallpaper has since begun peeling and has faded over the past 25+ years. Repoductions have been purchased to replace original but he services of a Paper Conservator will be required to ensure wall coverings are preserved and protected. The magnitude of this project is under $25,000.00. the NAICS Code is 541990, P&S R498 size std: $7.0, PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. This solicitation will be available ONLY!! at the DOI Website (http://ideasec.nbc.gov) O/A August 6,2009 and unless amendments are issued extending the solicitation, the offers are due in this office on August 13, 2009 at 2:PM MT. In order to download a copy of the solicitation vendors will be asked to register their company with the electronic commerce websidte. Be prepared with your company DUNS Number, available from Dun and Bradstreet at 1-888-546-0024 and your Federal Tax Identification Number (TIN). All vendors should pre-register with ORCA and the CCR by logging into http://www.ccr.gov. The Government reserves the right to cancel this announcement and the resulting solicitaiton. This announcement does not constitute a Solicitation. SELECTION/EVLAUATION/AWARD PROCESS: SELECTION PROCESS: Interested firms shall submit their qualifications to perform the services noted above. This announcement does not constitute a Solicitation. 1. Conservator must demonstrate membership in good standing with the American Institute for Conservation of Historic & Artistic Works (AIC). 2. Submit references and recommendations from previous clients for the successful completion of work of similar scope and scale to the proposed project. Previous work must demonstrate experience in evaluation, planning and implementation of a project to correct historic wall covering deficiencies within a nationally recognized historic structure. 3.Conservator must have at their disposal a recognized, full service conservation laboratory, studio or center. 4.Conservator must demonstrate ability to safely transport oversized papers to conservation lab and to ensure transportation mode is appropriate for shipment of fragile papers. FORMAT: It is recommended that submissions be bound and developed and assembeled in a manner that addresses the Evaluation Ciriteria. Provide three (3) copies of all submitted information. EVALUATION: After proposals are received they will be reviewed and evaluated by technical evaluation panel to determine most qualified on a most qualified basis. SELECTION: An inverview may be conducted with the firm selected as the Government resrves the right to award without discussions.
