- The Department of Health and Human Services, Assistant Secretary for Preparedness and Response, Office of Preparedness and Emergency Operations (OPEO) intends to enter into a noncompetitive contract with the Center for Biosecurity at the University of Pittsburgh Medical Center (UPMC). Five projects related to situational awareness of healthcare system capacity and functioning of the overall effort will be completed within nine months from initiation. This set of projects will: 1) Define key data elements of healthcare system functionality; 2) Summarize the landscape of relevant data streams providing information on clinical needs and medical material availability; 3) Develop a short-term operational strategy for improved situational awareness which will be available for deployment in the fall 2009 H1N1 influenza season; 4) Construct a roadmap for a longer-term, comprehensive strategy for enhanced nationwide healthcare situational awarenesss with particular attention to information needs of the Office of Preparedness and Emergency Operations (OPEO); and, 5) Develop a means to define hospital, local state and/or intra-state regional triggers for activating different levels and components of pandemic influenza plans. These five projects as listed below will allow OPEO to better support, when warranted, state, local and tribal healthcare systems. Project 1: Develop a conceptual construct for data variables related to healthcare system functionality. Project 2: Create a summary of clinical need and medical material data streams. Project 3: Develop short-term operational strategy for improved situational awareness which will be available for deployment in the fall 2009 H1N1 influenza season. Project 4: Construct a roadmap for a longer-term, comprehensive strategy for enhanced nationwide healthcare situational awareness with particular attention to information needs of OPEO. Project 5: Develop a means to define hospital, local state and/or intra-state regional triggers for activating different levels and components of pandemic influenza plans.
