Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations. NASA/KSC has a requirement forElectrical equipment, see all items below. Item 1) P/N 1756-EN2F 10-100M Ethernet Fiber Interface Mod., Qty 8 EA.Item 2) P/N1756-CN2R ControlNet Redundant Bridge Module, Qty 5 EA. Item 3) P/N 1756-IB16DDiagnostic Input Module 16pts, Qty 4 EA. Item 4) P/N1756-IF16. Qty 9 EA. Item 5) P/N1756-OB8EI 10-30VDC Isolated Electronically Fused Output Module, Qty 24 EA. Item 6)P/N1756-OX8I Isolated Relay Module, Qty 12 EA. Item7) P/N1756-CFM Configurable FlowmeterModule, Qty 2 EA. Item 8) P/N1756-N2 Empty Slot Filler Card, Qty 17 EA. Item 9) P/N1756-IT6I2 Enhanced Thermocouple Input Module, Qty 4 EA. Item 10) P/N1756-IR6I, Qty 2 EA.Item 11) P/N 1756-IB32 VDC Input Module 32pts, Qty 3 EA. Item 12) P/N 1756-IA16 DigitalAC Input Module, Qty 4 EA.NASA/KSC intends to purchase the items from Rockwell Automation. This hardware is onlymade by Allen Bradley, a subsidiary of Rockwell Automation. There are no replacementsthat reflect the design and engineering drawings and wire lists, or work within theexisting chassis and system architecture. The same basic design, including hardware andsoftware, is compatible with, and directly applicable to, the Constellation ProgramGround Support Equipment requirements.Any attempt to use a like part would requireadditional qualification testing and design changes resulting in a higher cost to thegovernment. There would also be a schedule impact to the Constellation Program controlsystems design and development activities.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to christopher.zuber@nasa.gov no later than 4:00 p.m. Eastern time byCOB August 10th. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.An Ombudsman has been appointed.
