Description
Amendment 1 - Replace Section 00010, Bid Schedule. RECOVERY-The proposed contract consists of filling the northern portion of the Slip G Area to create land. This work includes construction of rock dike, dredging, fill operations, wick drain installation, settlement monitoring, etc. Also, deepening of the Port of Long Beach (POLB) Turning Basin to -76 ft.--approximately 600,000 cubic yards; dredging POLB's West Basin IR Site 7--approximately 600,000 cubic yards, and removal of 4 submerged barges; dredging of Catalina Express Terminal--approximately 37,000 cubic yards, and some demolition work; dredging of surcharge material from the Western Anchorage Borrow Site. All dredge material to be placed in the Pier G North Slip Fill. All dredging, except Catalina Express Terminal and CLosure Dike Foundation, shall be electric powered. The estimated cost range of this project is over $10,000,000.00. NOTE: This procurement was authorized for construction under the American Recovery and Reinvestment Act (ARRA) of 2009. NOTE: This procurement is issued under full and open competition without exclusion of sources (UNRESTRICTED). When applicable, FAR 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns will be applied to this action. ALL OFFERORS/BIDDERS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. THE SOLICITATION (PLANS AND SPECS) WILL BE AVAILABLE ON OR ABOUT 29 JULY 2009, ONLY AT THE WEBSITE, www.fbo.gov. All parties (primes and subcontractors) requesting to view/download the IFB, Plans and Specs documents from www.fbo.gov will require prior registration in Central Contractor Registration ( www.ccr.gov ), possess a MPIN and either a DUNS # or CAGE code. Subcontracting plans are required for all construction contracts awarded to a large business when the award amount exceed $1,000,000.00. The plan shall be prepared in accordance with FAR 52.219-9. Failure to submit an acceptable subcontracting plan may make the bidder ineligible for award of the contract The Los Angeles District subcontracting goals are specific percentages of the contractors total planned subcontract amount. The goals are as follows: 70% with small business; 6.2% with small disadvantaged business; 7.0% with woman owned small business; 9.8% HUBZone small business 3.0% Veteran-Owned small business 0.9% Service-Disabled Veteran-Owned small business. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507.
