Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this acquisition is W912DQ-09-T-1029 and it is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-32. This acquisition is to be set-aside 100% for small business concerns. The associated NAICS code for this project is 334516 and the business size standard is 500 employees. CONTRACT LINE ITEM NUMBERS 0001 WATER QUALITY MONITORING EQUIPMENT Multi-Parameter Water Quality Monitoring Instrument per line item description. Quantity 4 Unit of Issue Each FOB - Destination Deliver by 60 Days ADC Delivery to Environmental Resources, Rm 843, 601 E 12th St, Kansas City, MO 64106 0002 WATER QUALITY MONITORING INSTRUMENT Multi-Parameter Water Quality Monitoring Instrument to include a handheld communications device and cable per line item description. Quantity 1 Unit of Issue Each FOB - Destination Deliver by 60 Days ADC Delivery to Environmental Resources, Rm 843, 601 E 12th St, Kansas City, MO 64106 LINE ITEM 0001: Water Quality Sondes (multi-parameter water quality monitoring instrument) - Qty 4 - Deployable for periods of time for continuous monitoring and the ability to be used manually for profiling - Has built in memory of 512kB - Configured with the following probes - Luminescent dissolved oxygen - Specific conductance - Temperature - pH - Self cleaning turbidity - Depth - The unit must have the ability to communicate to a desktop computer through a serial port (not a USB port). - The unit must be compatible with a handheld communications device that will allow programming of the sonde, calibration of the sonde, collection of data, and data transport. LINE ITEM 0002: Water Quality mini-sonde (multi-parameter water quality monitoring instrument) -Qty 1 - Diameter less than 2 inches - Has built in memory - Configured with the following probes - Luminescent dissolved oxygen - Specific conductance - Temperature - pH - Self cleaning turbidity - Depth - The unit must have the ability to communicate to a desktop computer through a serial port (not a USB port). - The unit must be compatible with a handheld communications device that will allow programming of the sonde, calibration of the sonde, data storage, and data transport. Handheld communications device - Waterproof - On screen display - The ability to program and calibrate the above water quality instruments. - The ability to store/transfer data from the above units (memory) - The ability to transfer data from the unit to a computer via a serial port (not a USB connection) Cable - Qty 1 - A cable with the ability to connect the sondes and mini-sonde to the hand held communications device that allows profiling up to 100 feet. Award will be made to the quoter offering the lowest price technically acceptable. Any questions regarding this solicitation MUST be submitted by email to the point of contact below. In accordance with FAR 52.212-1(k), the prospective awardee shall be registered and active in the CCR database prior to award. If the contractor does not become registered in the CCR database in the time prescribed by the Contracting Officer (NLT closing date of this solicitation), the Contracting Officer will proceed to award to the next otherwise successful registered contractor. Contractors may obtain information on registration and annual confirmation requirements via the Internet at http://www.ccr.gov or by calling (888) 227-2423 or (269) 961-5757. PROPOSALS ARE DUE NOT LATER THAN 14:00 (CST), 13 August 2009. YOU ARE ENCOURAGED TO SUBMIT PROPOSALS ELECTRONICALLY. The completed Offeror Representations and Certifications-Commercial Items (FAR 52.212-3) must be submitted along with each quotation.
