Description
Proposed PCs must comply with all technical specifications and requirements contained in this document. I. STATEMENT OF WORK A.BACKGROUND The NGA intends to purchase 90 Windows-based personal computers (PCs) from a vendor offering a PC compliant with all requirements set forth below. The system requirements of the common software applications within the General Support System (GSS) dictate the technical specifications of this requirement. These common applications, such as Microsoft Office, Adobe Creative Suite and FileMaker are upgraded when new versions are released. In addition, the Gallery intends to upgrade to Microsoft Windows 7 within the next 12 to 18 months. B.REQUIREMENTS With this in mind the 90 Windows-based PCs must meet or exceed the technical specifications listed below and must allow the NGA to run the following software programs: Microsoft Windows 7, Microsoft Office 2007, Adobe CS 4 Design Premium, FileMaker 10 and AutoCAD 10. The operating system must be able to downgrade to Windows XP. Finally, the machines must meet the EPA's qualification for Energy Star Compliance. B.1.Minimum Technical Specifications: SEE THE ATTACHED DOCUMENT FOR SYSTEM SPECIFICATIONS B.2.Testing Requirement In addition to providing a proposal for 90 PCs in compliance with the technical specifications listed, the NGA requires an opportunity to test a sample PC prior to issuing a contract award to the vendor offering the overall lowest price. The vendor offering the overall lowest price, while complying with all solicitation requirements, will be notified by the NGA of the NGA’s intent to award a contract to vendor, subject to NGA testing of the proposed PC. Prior to final award of a contract, and no more than seven (7) business days after notification of intent to award, the vendor shall deliver to the NGA, one (1) sample PC with the proposed specifications, shipped at no expense to the NGA, for testing by the NGA for a period of ten (10) business days following receipt of the sample PC. The NGA will attempt to produce a software image of the PC, and if successful, the NGA intends to award a contract for the purchase of the entire lot of 90 PCs from the prevailing vendor. If production of the software image is unsuccessful during the testing phase, the NGA will return the sample PC to vendor, at the NGA’s expense, but the NGA will not be obligated to purchase any PCs from vendor. Desktops must be assembled prior to arriving at the National Gallery of Art, 2000B South Club Drive, Landover, MD 20785. II. SOLICITATION INSTRUCTIONS Proposals shall be delivered to the NGA Contracting Officer (CO), David Reindl, by email (d-reindl@nga.gov); fax (202-312-2792); or mail (2000B South Club Drive, Landover, MD 20785) Proposals must include (1) the price, inclusive of all shipping costs (FOB Destination), as well as (2) a listing of all technical specifications of the proposed PCs with enough detail to enable the NGA to assess compliance with requirements listed in this solicitation. Proposals must be in the possession of the CO on or before COB August 12, 2009 to be considered for this requirement. EVALUATION CRITERIA The NGA intends to award a contract to the vendor providing the lowest overall cost to the NGA, while complying with all requirements listed herein, including testing of the proposed machine. However, the NGA reserves the right to award no contract if the NGA determines it to be in their best interests.
