Description
The U.S. Army, Army Contracting Command (ACC) Joint Munitions & Lethality (JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of the U.S. Army Armament Research Development and Engineering Center (ARDEC), Weapon Systems and Technology Directorate, Advanced Energy Armaments Division, Picatinny Arsenal, NJ 07806-5000, is looking for the development of innovative Directed Energy (DE) capabilities to neutralize the Vehicle-Borne Improvised Explosive Device (VBIED) threat employed against the U.S. and coalition forces anywhere in the world, but especially in Iraq and Afghanistan. Neutralize refers to providing the means to pre-detonate IEDs or their sub-components. Proposed material solutions for VBIED neutralization shall utilize solid state amplifier technology as the primary means of achieving gain, and shall be developed and delivered to ARDEC within 9 months from award of a contract. The system shall be capable of interrogating vehicles at a high throughput rate (vehicles per minute), shall exhibit high effectiveness against targets, while complying with safety standards and exposure limits for both system operator and occupants of vehicle under interrogation, and system components shall be capable of being transported by a M1085 vehicle, or similar platform, with M1095 trailer (Threshold) and designed for rapid setup/takedown. Interested offerors with prior experience in developing VBIED neutralization capabilities should respond with details and descriptions of those related capabilities, available facilities, hardware, and past performance history indicating successful neutralization of VBIED targets. Included shall be a summary of the personnel skill levels to include technical knowledge, experience, and areas of expertise relevant to the VBIED neutralization capability development topic area. In addition, potential offerors shall include their ability for handle classified information. The Government recognizes that proprietary and/or classified data may be a part of this effort. If so, clearly mark such restricted/proprietary and classified data and present them as an addendum to the non-restricted/non-proprietary and unclassified information. All information is to be submitted at no cost or obligation to the Government; information provided will not be returned. Responses should be limited to no more than ten (10) pages. All responsible, interested Offerors are encouraged to submit their capabilities/qualification data and any pertinent information via email (10MB limit), NO LATER THAN 28 August 2009. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey.
