Description
The Department of Commerce/National Institute of Standards and Technology intends to negotiate and award a purchase order on a sole source basis with Quantum Wise A/S Solrod Strand, Denmark, for the purchase of Atomistix Tool Kit (ATK) software, to calculate electronic transport properties in nanostructures. For NIST research, as part of an Innovations in Measurement Science (IMS) project and NIST research on nanoparticles, NIST needs to calculate the quantum conductance of nanostructures, which is very difficult. ATK is currently the only known commercial software available that can calculate quantum conductance, and the impact of strong electric fields on structure and properties. The key capabilities are the combination of density-functional theory (DFT) and non—equilibrium green-function (NEGF) techniques to calculate the current-voltage characteristics, conductance, and other relevant transport parameters for nanoelectronic devices. In addition the capability to attach nanoparticles or 1D nanowires to periodic solids and calculate the electronic structure at the contacts is unique to this software. The Government intends to solicit only this one source under the authority of FAR 13.106-1(b) because the Government has not identified any other sources that can meet the requirements specified above. Interested concerns may identify their capabilities by submitting a capability statement that clearly and unambiguously demonstrates in written narrative format their ability to provide these services. Capability statements may be e-mailed to Barbara.Suhrie@nist.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for quotation. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government.
