- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US Department of Transportation (DOT)/Federal Motor Carrier Safety Administration (FMCSA) intends to award a sole source contract to the Imagitas, Inc. 1. The solicitation number is DTMC75-09-R-00037. The solicitation is issued as a request for proposal (RFP). 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-35 dtd 7/15/09. 3. This is an unrestricted requirement. NAICS: 541613; Size Standard: $6. M. 4. The contract will be award with a base year (9/1/09 – 8/31/10 and one option period (9/1/10 through 12/31/10). 5.FMCSA is increasing its effort to protect the American public from illegal activities and deceitful business practices by moving companies that are taking advantage of individuals trying to move their household goods. This effort combines outreach and education, communications, and enforcement resources to produce the best consumer protection results possible. FMCSA receives approximately 3,000 household goods consumer complaints annually. The goal of the FMCSA’s communications campaign is to direct consumers to the FMCSA Protect Your Move Web site - http://www.protectyourmove.gov/. FMCSA intends to award a sole source contract to Imagitas, Inc. to print and distribute FMCSA’s “Protect Your Move” flyer and Web Coupon into the US Postal Service’s (USPS) Official Change of Address Kit and Mover’s Guide Online Change of Address form. The USPS has granted Imagitas, Inc. the exclusive rights to administer the MoverSource Program. This includes administration of the USPS’s Mover’s Guide™, which is the Official Change of Address Kit for the Postal Service. 6. The solicitation includes the provisions at 52.212-1, Instructions to Offerors—Commercial; 52.212-2, Evaluation—Commercial Items; 52.212-3, Offeror Representations and Certifications—Commercial Items; 52.212-4, Contract Terms and Conditions—Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items. 7. The proposal will be due August 21, 2009, 2:00 PM EST, via email to cynthia.blackmon@dot.gov.
