Description
Statement of Work (SOW) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSSS01-09-R-0043 as a request for proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-35. This requirement is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) is 541720 with a small business size standard of $7 million. The Government intends to award a competitive commercial contract for the US Secret Service. This requirement is for the development and validation of a pre-employment physical fitness assessment for the selection of Secret Service Special Agents and Uniformed Division Officers. The specific work requirements are detailed within the Statement of Work (SOW). Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at the Federal Business Opportunities Website at http://www.fbo.gov. This office will not issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. This Solicitation is comprised of: I. STATEMENT OF WORK II. FORMAT AND SUBMISSION OF PROPOSAL III. EVALUATION FACTORS IV. PROVISIONS AND CLAUSES V. ADDITIONAL INFORMATION FOR OFFERORS ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ I. STATEMENT OF WORK See attached Statement of Work (SOW). ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ II. FORMAT AND SUBMISSION OF PROPOSAL Part A. Pricing The offeror shall provide a price for each contract line item (CLIN) using a format showing the proposed effort or task breakdown required to complete the CLIN. The following elements must be included in the price breakdown for each CLIN: Description of Task or Effort, Key Personnel, Hours, Hourly Rate, Total Cost, Any other non-labor costs should also be included as separate items by task. CLIN 0001: Conduct a comprehensive job analysis study of the Special Agent and Uniformed Division Officer occupations in accordance with the attached SOW dated June 2009. CLIN 0002: Develop and validate a pre-employment physical fitness assessment for Special Agent and Uniformed Division Officer selection in accordance with the attached SOW dated June 2009. CLIN 0003: Document assessment development and validation process and procedures in accordance with the attached SOW dated June 2009. Part B. Contractor Information: 1) Provide the name, title, telephone number, fax number, and email address of the point of contact. 2) Provide the contractor's nine-digit DUNS and nine-digit TIN. DUNS is used to verify that the vendor is in CCR. The Taxpayer Identification Number is necessary for electronic payment. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the Central Contractor Registration (CCR) database prior to award of any contract. Information about CCR may be found at www.ccr.gov. 3) If you have not completed the annual representations and certifications electronically at http://orca.bpn.gov, please fill in the representations and certifications in the Solicitation. If you use ORCA, then do not fill out and sign those pages. Part C. Technical Proposal The page limit is 10. Do not include Part A Pricing or Part B Contractor Information in Part C Technical Proposals. Technical Proposals shall include, but are not limited to: **Overview and/or plan of how they will meet the needs of United States Secret Service (USSS) as listed in the Statement of Work **Names of key personnel, including an affirmative statement that they are likely to meet general security requirements as described in the SOW and be approved for access (U.S. citizenship, no felony record, etc.) **Provide three references for similar services for a similar entity within the past five years, government preferred. References should include: brief description of project, organization, point of contact name, phone number, email address, and contract value. The deadline for receipt of proposals is 10 August 2009 by 5:00 pm EST. All documents required for submission of proposal must be sent to Kimberly Spangler via email to Kimberly.Spangler@usss.dhs.gov. All questions or clarifications, referencing this submittal and SOW must be submitted to via email to Kimberly.Spangler@usss.dhs.gov only. Questions must be submitted by no later than 5 August 2009 by 12:00pm EST. Hard copy or faxed proposals shall not be accepted. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ III. EVALUATION FACTORS The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical capability and past performance, when combined are more important than when compared to cost/price. The Government intends to evaluate the proposal on the following factors: 1) technical capability to perform work as evidenced in the proposal; 2) past performance; and 3) price. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ IV.
