Description
The Office of Substance Abuse and Mental Health Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the Program Support Center, Division of Acquisitions Managements, intends to award a 12 month sole source contract using simplified acquisition procedures to the Entertainment Industries Council, Inc., 1856 Old Reston Avenue, Suite 215, Reston, VA 20190. SAMHSA’s Center for Substance Abuse Treatment (CSAT) will contract with EIC to provide two distinct meetings that will bring together screen writers, technical and non technical production staff to learn more about the dynamics of treatment and recovery. The latter meetings will highlight the most recent best practices in the field and will support the development of storylines and television programs and movie scenes that more accurately depict the current availability of treatment options and family dilemmas of those who need to pursue a road to recovery from addiction of have a co-occurring condition. The contractor shall be responsible for but not limited to the following tasks: Within the first 30 days of the contract develop a plan that includes details on how contractor will conduct all the contract activities and tasks including targeted dates and/or timeline for all events and reporting requirements. Picture This: Addiction, Treatment & Recovery – One (1) EIC will plan and implement one (1) Picture This. The national Picture This forum may have as a venue the National Association of Broadcasters (NAB) Headquarters. NAB advocates on behalf of 8,300 free, local radio and television stations and also broadcast networks before Congress, the Federal Communications Commission and the Courts, is committed to quality and community service. This efforts will support EIC’s work with NAB t further encourage the entertainment industry involvement and collaboration through the media on health and social issues. The goal is to develop understanding between media and advocates through a process that convenes leadership, develops consensus, and strategic communication for the benefit of the public health. The meeting model includes: A Panel - Entertainment industry professionals: writers, development executives, supervising producers, actors; An Audience – working groups comprised of national leadership: stakeholders, service providers, advocates, consumers; Facilitators – each working groups has a table facilitator who has expertise in the health and risk communication field. The meeting objectives: 1. Convene leadership that represent the following constituencies – research, practice, consumers, policy advocates 2. Develop Consensus on key issues – identify the top 3 issues within a specific health topic 3. Communicate – disseminate the top 3 issues (and related information) to the entertainment industry to encourage accurate on-screen depictions and story lines…to Picture This! The outcomes: Identification/reinforcement of a “constituency” for the issues committed to collaboration and unity of message; Development of a sense of “affinity” to the health issue on the part of the panelists; Production and distribution of a “meeting report” that is action oriented, captures the essence of the meeting; the health expertise as a resource for the creative community; and offers depiction suggestions, terminology, myth/reality statements, writer resources. The publication is distributed to the EIC database of over 7000 entertainment industry contacts via email and website referrals. Entertainment Industry Briefing: – One (1) EIC will plan and implement one briefing in collaboration with studio/network hosts and entertainment industry unions/guilds to present current information, personal stories and depiction suggestions to writers, producers, actors, and development and standards executives. The briefing represent a mirror image of the Picture This meeting; the audience is composed of entertainment industry professionals and the panel represents experts, consumers and service providers. One Briefing: EIC will recommend guilds, studios/networks and TV show representatives with whom we will collaborate. one briefing for an industry guild – open to guild membership which also includes studio/network staff – open call to networks, TV shows, studios, independents. The agenda includes presentations by the panelists and Q&A with the attendees. Resource materials are distributed. EIC will follow up with interested shows and offer technical assistance and topic specific information for story ideas and character development. EIC is currently working with TV shows with immediate needs to respond to accurate interpretations of addiction issues. The productions have an on-going interest in substance abuse storylines. 1. Additionally, EIC will explore the possibility of collaborating with the TV show Intervention by assessing its significant database of families seeking help relative to; case studies of families; trends; and outcomes Contract reporting requirements include four quarterly reports to be submitted at the end of the third month, sixth month, ninth month and 12-months of operations and a final contract report due 30 days after the end of the last completed contract activity task. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
