Description
The Office of Public Health and Science (OPHS), Office on Women’s Health (OWH), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the Men Can Stop Rape, Inc. (MSCR), 1003 K Street, N.W., Suite 200, Washington, DC 20001. The contractor shall provide professional services to develop and implement Campus Men Supporting Women’s Health Project (CMSWHP) focusing on women and men as allies in the primary prevention of Violence Against Women on college/university campuses. MSCR employs a unique strategy for delivering messages to educate and train men on colleges/universities communities about issues related to violence against women. This program will focus specifically on issues related to sexual and domestic violence through awareness and prevention education activities for college-aged men and women. The contractor shall work with Office of Women’s Health designated contractors on a minimum of nine (9) designated colleges/universities to identify specific areas of need in engaging campus men to support women in accessing appropriate counseling, victim services, reproductive health services and other essential health services, as well as participate in activities to prevent acts of violence from occurring on campuses. MCSR shall obtain Memorandums of Agreements with OWH funded contractors and the participating campuses/universities detailing the roles and responsibilities of each organization. OWH will provide the name and contact information of all contractors to MCSR after award notices are issued to the 2009 End Violence Against Women on Campus contractors. The contractor shall be responsible for but not limited to the following tasks: Provide training and technical assistance to the Office of Women’s Health End Violence Against Women on College Campuses/Universities contractors on the inclusion of the broader community, outside agencies and traditionally under-utilized on-campus departments/offices to assist in the engagement of campus men. Facilitation of a training session and participation in the 2009 OWH Contractor Orientation; Participation in monthly conference calls and the facilitation of web-based meetings as scheduled by OWH. Collaborate with the Office on Women’s Health funded contractors to implement parallel programs for college-aged men on a minimum of nine (9) participating campuses and universities. Provide focused support to help with establishing and strengthening a men’s group; Provide focused support and education to the appropriate peer educators, administrative offices, etc., in their engagement of men on campus. Collaborate with the designated colleges/universities to determine how to most effectively address their needs and to provide the appropriate technical assistance to enable the individual institutions in strengthen their capacity to address those needs. Ultimately, MCSR will provide formal training/workshops with the school designated staff and student leaders to; Implement a campus men’s group that will engage men in raising awareness and activism; Implement a peer education program so men can educate other men on how to effectively support survivors; Strengthen the school capacity to conduct outreach to men; Provide additional content and facilitation support on ways to integrate primary prevention of men’s violence against women into a variety of contexts, including residence life, law enforcement, and others venues as appropriate. Expand the Campus Strength criteria form and develop additional assessment criteria as needed to conduct a campus needs assessment for each college/university. Administer the assessment and utilize the results to craft an individual implementation strategy for each school. Provide education and awareness materials that can be distributed on campuses/ universities. Implement a local evaluation. Develop and implement a survey to evaluate attitudinal and behavioral change among men who participate in trainings and/or other programs conducted as part of the Campus Strength project. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
