Description
ARRA - RM-332-08 Whole Navy Operational Support Center Facility Modernization Place of performance: Erie, Pennsylvania Issued by: NAVAL FACILITIES ENGINEERING COMMAND, MID-ATLANTIC, ACQUISITIONS DEPARTMENT, 9742 MARYLAND AVENUE, NORFOLK, VIRGINIA 23511-3095 The Invitation for Bid (IFB) will be issued in August 2009. The solicitation will close and Bids will be opened in September 2009. A contract will be awarded in accordance with FAR Parts 14 & 36, Sealed Bid Selection procedure. This solicitation will be issued as N40085-09-B-7042. This solicitation will have full and open competition. Project Description: The contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies and transportation necessary to provide renovation to NAVOPSPTCEN ERIE, ERIE, PENNSYLVANIA to include replacing: Roof, interior HVAC components, exterior doors, windows, ceilings, lights and flooring. Install a wet pipe sprinkler system in the main building. Replace communication and electrical lines. Replace the existing fire alarm system. Install a perimeter fence and replace exterior lighting. Project will also repair restrooms, replace windows, reconfigure interior administrative spaces and paint the interior of the facility. Project will also expand the existing Marine armory. The Bid Item 0001 (Base Bid) is to provide the entire work complete in accordance with the Invitation for Bid. The following three options are included: Bid Item 0002 (Option 1): Construct a new guard shack; Bid Item 0003 (Option 2): Construct a new perimeter fence and gate; and site lighting; Bid Item 0004 (Option 3): Construct a new truck lift. All work must be completed and ready for use not later than 465 calendar days after notice to proceed.The total price magnitude is between $5,000,000.00 and $10,000,000.00 Bid Items 0001 - 0004 will be funded by the American Recovery and Reinvestment Act (ARRA). The North American Industry Classification System (NAICS) Code for this project is 236220 with a size standard of $33.5M. Please be advised on-line registration requirements in the Central Contractor Registration (CCR) database https://www.ccr.gov/ and directed solicitation provisions concerning electronic annual Online Representations and Certifications (ORCA) at http://orca.bpn.gov Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate and completed. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA. A contract award will be made to the responsible bidder whose bid, conforming to the invitation for bids, will be the most advantageous to the Government, considering only price and price-related factors included in the invitation. A Bid Bond in the amount of 20% is required. The Government reserves the right to reject any or all proposals prior to award.
