Description
Cadastral Survey Services, Mark Twain National Forest Perform cadastral survey services on the Mark Twain National Forest, Missouri. The required services include retracements, corner search and determination, monumentation of recovered and established/re-established corner positions, measurements by ground traverse and GPS, measurement and marking of property lines, furnish working drawings and notes, preparation of final plats and field notes of completed surveys for recordation, preparation of tract descriptions and other miscellaneous services incidental to the survey profession. Work must be in accordance with the Statement of Work for each project and must meet or exceed the Standards of Practice for Surveying in the State of Missouri. The applicable NAICS code for the type of work described above is 541370 and is being advertised as “unrestricted”. The Forest Service is soliciting the submission of a Standard Form 330 (SF-330), Architect/Engineer Qualifications, from Land Surveyors and firms that employ Land Surveyors who are registered in the State of Missouri. The Standard Form 330 is available from the GSA forms library at www.gsa.gov. Standard Form 330’s should be mailed to: USDA Forest Service, Mark Twain National Forest, ATTENTION: Janet Fraley, 401 Fairgrounds Road, Rolla, Missouri 65401. SF-330’s must be received by Janet Fraley no later than September 9, 2009. The Mark Twain National Forest has been divided geographically into nine (9) contract Areas located in southern and central Missouri (the locations are shown below). The Government reserves the right to make a single award for all zones or multiple awards. Based upon the established criteria, an evaluation process will rate the firms to determine the top firm for each of the nine Areas. Prospective offerers should indicate in their transmittal letter and on the SF-330 at Item H the Areas for which they wish to be considered. Firms are encouraged to apply for all Areas. The contracts awarded will be Indefinite Delivery/Indefinite Quantity (IDIQ) for a base period plus four one-year option periods. The minimum guarantee per contract will be $2500.00, maximum order limitation per task order is $100,000.00 and the total dollar value of each contract issued will not exceed $1,000,000.00 for the life of the contract. Firms will be evaluated and ranked in accordance with the terms of the Brooks Act. The following factors will be used for the purpose of evaluation and will determine the most highly qualified firms from which the awardees will be selected. Submitted SF 330s should address these areas specifically. (A) Professional qualifications: Include the number of qualified personnel, their knowledge and level of specialized education at the university level, and all other applicable education, training and certifications together with their availability to perform work on this contract. (B) Specialized experience and technical competence: Highlight projects involving rural boundary surveys that require property line marking performed by key personnel that will be assigned to a surveying project. Include any work done for the Mark Twain National Forest and similar Federal agencies, experience with GPS systems, experience with Cadastral Measurement Management Software, and experience with Corner Monumentation with DNR. (C) Location in the general geographic area of the project and knowledge of the locality of the project: Indicate where your nearest office is in relation to the nine project zones and the number of years the office has been established at that location. (D) Capacity to accomplish work within the required time: Include an equipment list, personnel available and procedures used to ensure deadlines are met for your firm and/or proposed subcontractors. If using subcontractors, specify what duties they would perform. Indicate the number of Party Chiefs you have available that could be assigned to this project, their experience and other qualifications. (E)Past performance on contracts with Governmental agencies and private industry in terms of cost control, quality of work, compliance with performance schedules and customer satisfaction. Reference projects that are similar in scope to rural boundary survey and peoperty line marking.
